At the beginning of her speech, delegate Nguyen Hoang Bao Tran asked the National Assembly for 2 minutes to convey the workers' messages to the Dien Hong hall.
According to her, millions of low-income workers are those who work day and night in large industrial parks and export processing zones across the country. They have a very simple mindset of living, working, having a family and a small house to settle down, work with peace of mind, raise children and take care of their parents.
"Even though it's that simple, it's still a dream because the reality is very harsh. Wages don't increase, but housing prices and consumer prices increase continuously." Ms. Tran shared the workers' feelings, and emphasized that even though it is just a normal wish, it will always remain a dream.
The female delegate said that workers with an income of around 10 million VND/month have to worry and struggle with all kinds of difficulties from food, children's education, rent and living expenses... Therefore, accessing a house or social housing is out of reach.
"The price of housing, even social housing, is still beyond the reach of workers, and the criteria, processes, standards, and procedures are not for low-income workers, causing many people to register but have to give up." Mrs. Tran shared.
According to her, if this resolution is implemented practically and feasibly, it is exactly what low-income workers are waiting for. Because they do not need a luxury apartment with full amenities, they just want a decent place to live, rest, and play with their children after a hard day's work, so that they can rent, rent-purchase, or own within their means.
Ms. Tran said that workers recommended that the National Assembly add practical mechanisms such as subsidies and price compensation from the State budget or the National Housing Fund, ensuring that rental and purchase prices of social housing correspond to workers' incomes, while ensuring publicity and transparency in the approval process so that workers have fair opportunities to access social housing.
"Do not let social housing areas be abandoned and degraded, causing regret and longing for countless workers. Do not let the dream of having a home for workers forever remain a distant dream." female delegate emphasized.
Vice Chairman of the Committee for Culture and Society Ta Van Ha said that although there have been many policies to develop social housing, the demand is increasing while the supply is limited and cannot meet the demand. On the other hand, despite many efforts, the current price of social housing is still high compared to the income of workers.
"25 million/m2 for people with income under 15 million VND/month, it is very difficult to buy social housing. Or the rent if at 6 million VND/month is still high compared to the subjects needing social housing, because they are mainly young people, low salary, unstable job", Mr. Ha analyzed.
To speed up the development of social housing projects, delegate Trinh Xuan An ( Dong Nai Delegation) suggested that procedures should include a one-stop mechanism and one focal point to avoid investors having to go from one department to another to complete procedures.
In addition, according to Mr. An, it is necessary to stipulate that the total time for granting procedures for social housing projects is 90 days, avoiding the situation of prolonging, losing 18-24 months, leading to difficulties in implementation. To solve the problem of price, the delegate proposed to separate the selling price and the rental price of social housing, and at the same time decentralize the responsibility for business owners to proactively determine the price, while the management agency only conducts post-inspection.
According to the draft resolution, the Government proposes to establish a National Housing Fund. This is a state financial fund outside the budget. Deputy Prime Minister Ho Duc Phoc said that the capital source of this fund comes from the budget and some other sources such as voluntary contributions from investors; revenue from the 20% land fund for building social housing in commercial housing projects... "This fund is tasked with creating social housing at low prices for young people who do not have a home. That is, social housing is part of the fund's investment. The fund operates on the principle of conservation and non-profit, because it also has an investment mission and thus can develop low-cost housing for people," Deputy Prime Minister said. |
