Attending the congress were comrades: Nguyen Minh Triet, former member of the Politburo , former President; Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee; Huynh Dam, former member of the Party Central Committee, former Chairman of the Central Committee of the Vietnam Fatherland Front; Nguyen Thi Thu Ha, member of the Party Central Committee, Vice Chairman, General Secretary of the Central Committee of the Vietnam Fatherland Front; Nguyen Thanh Nghi, member of the Party Central Committee, Head of the Central Committee for Policy and Strategy; Phan Van Mai, member of the Party Central Committee, Chairman of the National Assembly's Economic and Financial Committee. Also attending were comrades from the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Ho Chi Minh City.

At the solemn working session, the Congress introduced 146 members of the Vietnam Fatherland Front Committee of Ho Chi Minh City. Comrade Nguyen Phuoc Loc, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City for the 2024-2029 term, was trusted to continue holding the position of Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City for the 1st term, 2025-2030 term.

Also at this working session, the Congress Presidium approved the report on the results of the first and second working sessions of the Congress; some outstanding results of the Vietnam Fatherland Front of Ho Chi Minh City for the 2024-2029 term; directions and action programs for the 2025-2030 term.

Focus on the motto "People know, people discuss, people do, people check, people supervise, people benefit"

Speaking at the Congress, comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee, emphasized that today's Congress has special historical significance. This is the first Congress held under the conditions of the city implementing a two-level local government model and the Ho Chi Minh City Vietnam Fatherland Front Committee was newly established on the basis of merging three localities.

This is the time to open a new development path, creating space and strong development momentum for Ho Chi Minh City to strive to become a "Super City" in the new era, towards the core goal: "For the happiness of the people, for the whole country, with the whole country - Ho Chi Minh City develops sustainably, integrates, is modern and humane".

Reviewing some outstanding results of the City Front in recent times, comrade Tran Luu Quang, on behalf of the City Party Executive Committee, acknowledged and commended the efforts of the Front at all levels in the city.

In addition, he also pointed out a number of limitations that the Front needs to seriously consider in order to learn from experience and overcome in the new term, especially ensuring the mechanism of "Party leadership, State management, people mastery" and the motto "People know, people discuss, people do, people inspect, people supervise, people benefit"; some patriotic emulation campaigns and movements are still scattered, have not really made an impression, and are not very effective; grasping people's hearts is sometimes not timely; application of information technology and digital transformation is still slow compared to the development requirements of a smart city...

The Front needs to listen patiently, respond responsibly and courageously correct mistakes.

Leaders and former leaders of the Central and Ho Chi Minh City congratulated the members of the Vietnam Fatherland Front Committee of Ho Chi Minh City, term I, 2025-2030.

From current practice, the City Party Secretary emphasized 5 key issues that the Congress and the new term Vietnam Fatherland Front Committee should pay attention to implementing.

Firstly, strengthen trust, attract people to participate in emulation movements voluntarily and enthusiastically. Movements should avoid formalities and must be closely linked to the people's personal interests, let each person see their image and their interests in the common development of the city.

Second, improve the quality of supervision and substantive social criticism. All activities of the new term of the Front must take "people as the center and subject" to decide on goals, tasks, and action programs towards the benefit of the country, the people, and harmony.

Third, the Front must take the lead in applying information technology and digital transformation. This must be the fastest and most accurate information channel to grasp the "heartbeat" of the people, have two-way digital interaction, create open forums to listen to people's opinions anytime, anywhere; so that the reception and handling of petitions is not limited by administrative procedures.

Fourth, the Front needs to listen patiently, respond responsibly and courageously correct mistakes. The strength of the Front lies in sincerity and this is also the core issue for the Front to truly be a bridge of trust. When people have opinions, the Front must stick to the government's resolution to the end. If it is wrong, it must courageously admit its shortcomings and resolutely correct its mistakes. Do not let people's opinions fall into silence.

Fifth, the Front must be the "connecting nucleus", "magnet", and the center in arousing, attracting and gathering all resources and all classes of people, creating a specific driving force to promote the city's rapid and sustainable development in the new era.

To do the above, personnel work is key. Comrade Tran Luu Quang also requested the Party Committee and the Standing Committee of the Vietnam Fatherland Front Committee of the city to pay special attention to building a team of cadres: "Politically strong, professionally good, proficient in digital skills, close to the people, understanding the people".

Moving from formal movement to substantive results

Speaking at the Congress, Comrade Nguyen Thi Thu Ha, Member of the Party Central Committee, Vice President, General Secretary of the Central Committee of the Vietnam Fatherland Front, emphasized: Ho Chi Minh City in recent times has not only done a good job of caring for and protecting the legitimate and legal rights of the city's people, but also carried out many common tasks, and the evidence is that the city is currently being assigned by the Politburo to support the people of Khanh Hoa province in overcoming the consequences of natural disasters and floods. In the work of the Front, Ho Chi Minh City is a leading locality in the country with many creative ways.

Comrade Nguyen Thi Thu Ha also raised the issue of placing orders with the City Fatherland Front to organize a number of activities, especially social supervision and criticism activities as well as piloting a number of contents under the direction of the Politburo and the General Secretary such as assessing the social trust index, community security index, the Month of listening to people speak, people's forums, social dialogues, etc.

The Vietnam Fatherland Front Committee of Ho Chi Minh City has launched the application "Ho Chi Minh City Digital Social Security".

Regarding the tasks in the coming time, Comrade Nguyen Thi Thu Ha requested the Standing Committee of the Vietnam Fatherland Front Committee of the city to closely follow the Resolution of the City Party Congress and the direction of the City Party Secretary; thoroughly grasp the direction of Comrade General Secretary To Lam at the 1st Congress of the Party Committee of the Fatherland Front and Central organizations, term 2025-2030; participate in solving major issues of the city; strongly innovate the content and methods of operation, shift from formal movements to substantive results, focus on the grassroots, take the people as the center in all activities of the Front.

* Also at the Congress, the Ho Chi Minh City Vietnam Fatherland Front Committee launched the application "Ho Chi Minh City Digital Social Security"; commended volunteers participating in overcoming damage caused by storms and floods; received support from the For the Poor Fund and city relief resources; and presented financial support for social security implementation to the commune-level Vietnam Fatherland Front Committee.
