Leveraging the strength of the grassroots political system.

In Tung Thien ward, social welfare work is always considered a crucial political task, clearly demonstrating the humanity and strength of the grassroots political system. With the close guidance of the Party Committee and the coordinated efforts between the People's Committee and the Standing Committee of the Vietnam Fatherland Front in the ward, all support activities are implemented promptly, transparently, and reach the intended beneficiaries.

In 2025, the collective efforts of the entire community in Tung Thien were clearly demonstrated through activities aimed at caring for the material and spiritual well-being of the people, especially policy beneficiary families, poor and near-poor households, and vulnerable individuals. The biggest highlight was the thoughtful care provided during the Lunar New Year of the Year of the Snake (2015), when the ward mobilized and distributed 1,500 gift packages, totaling 750 million VND, to disadvantaged policy beneficiary families and single-parent households. This support was not only material but also an invaluable source of spiritual encouragement, helping every family celebrate a warmer and more fulfilling Tet holiday.

Member organizations of the Front also play a key role in spreading warmth and compassion. The Women's Union of the ward has taken the lead in caring for vulnerable groups, especially orphaned children and women with disabilities, through the donation of 105 gifts and the continued sponsorship of 4 orphans with a total budget of 24 million VND this year. More importantly, the Union also promptly provided 4 health insurance cards to disadvantaged members, worth 125 million VND from social contributions, helping them feel more secure about their health. Simultaneously, the ward's "For the Poor" Fund also donated 93 gifts, totaling 46.5 million VND, to show appreciation and care for elderly people in difficult circumstances and those with long-term illnesses during the Month of Action for the Elderly.

However, the most significant humanitarian aspect is the program to build and repair solidarity houses. These houses are not only shelters from the elements, but also symbols of community spirit and the commitment of the entire political system to social welfare. In 2025, Tung Thien made its mark by collaborating with the Vietnam Development Investment Bank (BIDV) Son Tay Branch and Agribank to support the construction of two new solidarity houses in Trung Son Tram and Xuan Khanh residential areas; and repairing two houses for near-poor households and disadvantaged policy beneficiary families.

The story of Ms. Phung Thi Hoan, a near-poor household in Residential Group 2, Trung Son Tram, is a touching example. Previously, she lived in a dilapidated house. When the Women's Union of the ward promptly provided 5 million VND to repair her house, Ms. Hoan emotionally said: "The kindness and generosity of the women and the people in the residential group have warmed my heart. With the house repaired, I have more motivation to overcome difficulties."

Also in 2025, when Typhoon No. 10 swept through, causing severe damage, the spirit of mutual support was even more evident. The family of veteran Do Manh Quynh, residing in Ky Son residential area, had their roof blown off, severely impacting their lives. The Veterans Association of the ward, undeterred by the difficulties, immediately organized a visit to offer support and encouragement, and provided Mr. Quynh with 5 million VND to help him quickly repair his damage and stabilize his family's lives after the natural disaster.

In addition, the Ward Youth Union coordinated with Viettel Corporation to review, propose, and provide financial support of up to 80 million VND for house repairs for a family in Trung Son Tram Residential Area 2; and coordinated with military units and schools to visit and present 30 gifts worth 20 million VND to policy beneficiary families and youth union members in difficult circumstances, demonstrating the spirit of "remembering the source when drinking water" and sharing between generations.

These timely actions have demonstrated that helping disadvantaged families is not only the responsibility of the government, but also the support of the entire community and businesses, creating a sense of security for all residents of Tung Thien.

"Give a fishing rod, not a fish."

The Party Committee, government, and Fatherland Front of Tung Thien ward understand that sustainable poverty eradication requires a shift from providing relief to creating livelihoods. This is a recovery process that helps people confidently take control of their lives, in line with the motto: "Give a fishing rod, not a fish." Political and social organizations in Tung Thien ward play the role of "facilitators" in providing capital and technical assistance, creating conditions for people to develop their family economies. For example, the ward's Veterans Association has effectively managed 13 loan groups with a total outstanding loan balance of 27.11 billion VND. This capital has helped hundreds of members develop production and business, with many rising to become exemplary figures in successful economic development.

Similarly, the Women's Union of the ward also maintains the operation of 21 loan groups with an impressive total outstanding loan balance of up to 34 billion VND, supporting 1,144 households of female members to invest in economic development. In particular, innovative savings models such as "Saving money in plastic piggy banks" have raised 107.3 million VND to support poor women and orphaned children, transforming small, everyday actions into meaningful capital for the community.

Given the unique characteristic of having a significant agricultural population, the Farmers' Association of Tung Thien ward has focused on modernizing and professionalizing production, helping farmers escape poverty by diversifying their income sources. The Association has pioneered the reorganization of production through the establishment of one rice-growing cooperative, one poultry-raising cooperative with a total of 485 members, one professional livestock-raising farmers' association, and other professional associations. This linkage has helped people apply advanced techniques, support each other in production and business, create uniform products, and expand markets. More importantly, organizing training courses, transferring technical knowledge, and applying digital transformation to 106 Association officials has created a foundation for farmers in Tung Thien to access market information and modern sales skills, ensuring sustainable economic development.

Chairman of the Vietnam Fatherland Front Committee of Tung Thien Ward, Vu Du Hung, affirmed: All achievements in the sustainable poverty eradication effort stem from the strength of national unity, nurtured through practical emulation movements. The campaign "All people unite to build new rural areas and civilized urban areas" has been maintained with high effectiveness, notably the "Maintaining Bright, Green, Clean, and Beautiful Streets in 2025" competition. The ward's Fatherland Front has also played a good role as a bridge, encouraging local economic development through the campaign "Vietnamese people prioritize using Vietnamese goods". Evidence of this is the organization of booths showcasing four OCOP (One Commune One Product) products at major events such as the Ward Party Congress and the Ward Fatherland Front Congress, creating opportunities to promote brands and increase stable income for the people.

The culmination of this solidarity was the National Unity Day, held simultaneously in all 31 residential areas. Notably, 25 out of 31 residential areas organized "Unity Meals," providing an opportunity for all citizens, including religious organizations from 23 Buddhist and Catholic places of worship, to gather, review the results of a year of work and study, listen to and share their thoughts and aspirations, and strengthen the unity between the Party's will and the people's hearts.

From timely roof repairs and meaningful gifts to support for production development, job creation, and income generation, Tung Thien has been proving that with unity, material support coupled with livelihood creation, and a strengthened solidarity, all difficulties can be overcome. This helps build a stable society, ensuring that no one is left behind on the journey of the capital's development.
