'Each young entrepreneur mentors two new entrepreneurs', promoting 5 million business households to become enterprises

The proposal was made on the afternoon of September 16, within the framework of the Vietnam Private Economic Forum 2025 (VPSF 2025). The high-level dialogue session took place with the participation of Prime Minister Pham Minh Chinh.

VPSF 2025 with the theme Unleashing Potential - Creating Vietnam's Future was attended by nearly 1,000 delegates, after implementing 12 local dialogue sessions across the country.

Spirit of co-creation, private enterprises committed to pioneering

In his opening speech, Mr. Dang Hong Anh - Chairman of the Vietnam Young Entrepreneurs Association, Chairman of VPSF 2025 - affirmed the spirit of "co-creation" as the State creates a transparent playing field and rules; businesses proactively compete and innovate; together protect a fair market.

Accordingly, the private business community is committed to pioneering the implementation of strategic initiatives with great influence. These are specific actions of strategic significance that the Vietnam Young Entrepreneurs Association earnestly proposes and commits to pioneering implementation.

Specifically, the implementation of the national target program to support and convert 5 million individual business households into enterprises, with a close and substantive public-private partnership model.

Accordingly, Mr. Hong Anh proposed that the Prime Minister direct the role of "creating a launching pad", through strong enough incentive policies, open capital access mechanisms and streamlined procedures so that business households have enough confidence and initial resources.

The Chairman of the Vietnam Young Entrepreneurs Association also pledged to be a companion and leader, on the basis of initiating and committing to immediately deploy in 2025 the program "Each young entrepreneur mentors two new entrepreneurs".

Specifically, each young entrepreneur member will take on the role of mentor for at least two entrepreneurs who have just converted their model or are just starting up.

The program will focus on sharing "real-life" management experiences, supporting strategic orientation and especially helping them prevent operational mistakes that young businesses often encounter. From there, it is expected to develop 5 million business households into enterprises.

Removing obstacles for private enterprises

Mr. Bui Quang Huy - Vice Chairman of the Central Committee of the Vietnam Fatherland Front, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union - said that Resolution 68 on private economic development sets a target of having 2 million enterprises by 2030, of which at least 20 large enterprises are capable of participating in the global value chain.

Reality has shown that the private economic sector is facing certain difficulties, from legal institutions, access to capital, land, technology, human resources to corporate governance capacity. Clearly identifying these "bottlenecks" means opening up intertwined opportunities and challenges, requiring the cooperation and companionship of the State and the business community.

Accordingly, Mr. Huy said that it is necessary to perfect institutions and issue more practical support policies for young businesses: minimize administrative procedures, eliminate unnecessary licensing barriers, and promote tax and land reforms.

At the same time, it is necessary to create favorable conditions for young entrepreneurs and start-ups to access capital sources, technology and digital transformation. It is proposed to establish cooperation programs between young entrepreneurs and universities and research institutes at home and abroad.

Thereby improving management capacity, technology, innovation; expanding international connections so that young Vietnamese startups and young businesses can participate more deeply in the global value chain.

Forum 2025 is a national-scale policy - dialogue - action event, chaired and organized by the Vietnam Young Entrepreneurs Association, under the direction of the Central Committee of the Ho Chi Minh Communist Youth Union and the Central Committee of the Vietnam Youth Union.

The high-level dialogue session will have a report summarizing the results of the topics: Sharpening strategic spearheads to reach international level; Institutional creation - Enterprises rise up; Science, technology and innovation - Breakthrough; Reaching internal strength to Breakthrough. At the same time, there will be opinions and recommendations from business representatives and experts.
