Some shortcomings and limitations in environmental protection work at Dong Nai Pharmaceutical Joint Stock Company

(DN) - The Inspectorate of the Department of Agriculture and Environment has publicly announced the conclusion of the inspection of compliance with legal regulations in the field of environmental protection and water resources for Dong Nai Pharmaceutical Joint Stock Company (Bien Hoa city).

According to Conclusion No. 02/KL-TT signed by Chief Inspector of the Department of Agriculture and Environment Nguyen Nho Nguyen on April 25, 2025 and publicly posted on May 21, 2025, in addition to the achieved results, the work of protecting the environment and water resources at Dong Nai Pharmaceutical Joint Stock Company still has some shortcomings and limitations.

Specifically, the conclusion pointed out that the company had been operating for a long time but did not have a complete set of legal documents and did not report to the competent state management agency for review and re-licensing. In October 2024, the company invested in building and renovating the wastewater treatment system but had not been approved by the competent authority according to regulations. The company started operating before the effective date of the Law on Environmental Protection 2020, generated wastewater, and according to regulations, it must apply for a license, but at the time of inspection, the company could not provide a wastewater discharge license file or an environmental license.

Regarding solid waste, the company has generated 500 kg of sludge (generated during the renovation of the wastewater treatment system) and has transferred it to a collection and treatment unit, but has not been able to prove that this transfer is to a facility with a suitable environmental license for treatment. In addition, the company has not classified domestic solid waste at source; has not provided the capacity profile of the unit that collects and treats ordinary industrial solid waste.

Based on the inspection results, the Head of the inspection team requested that the company report to the Department of Agriculture and Environment and local state management agencies in the second quarter of 2025 for consideration and assessment of environmental licensing according to the Law on Environmental Protection 2020.

Along with that, continue to implement the requirements according to the environmental impact assessment report; comply with environmental protection according to current regulations. In particular, note to promptly contact the competent authority to prepare the dossier for environmental licensing; fully implement measures to collect and connect wastewater generated from production and daily activities to meet national technical standards on wastewater; classify, collect and treat all types of domestic waste and common industrial solid waste during production activities to ensure environmental protection requirements.

Develop regular environmental protection plans/measures to prevent and respond to environmental incidents. Carry out periodic and ad hoc reporting to competent state management agencies for monitoring and supervision. Immediately correct any shortcomings and limitations pointed out by the inspection team.

The conclusion also assigned the inspection team to coordinate with the Department of Agriculture and Environment Inspectorate to review and handle existing problems, limitations, and violations, and propose competent authorities to handle administrative violations against the company. Monitor, urge, and inspect the implementation of the company's inspection conclusions.

Previously, on May 15, 2024, the Provincial People's Committee issued Plan No. 172/KH-UBND on developing a project to propose a roadmap for relocating enterprises/production facilities to industrial parks and clusters in Dong Nai province. Accordingly, Dong Nai Pharmaceutical Joint Stock Company is subject to relocation to industrial parks and clusters.
