Growth target from 8% (last article): Resolutely breaking through, rising up together with the whole country

Talking to Ha Tinh Newspaper, Chairman of the Provincial People's Committee Vo Trong Hai emphasized: "To reach the economic growth target in 2025, and at the same time well implement the major political tasks being set, the entire political system, people and businesses of the province must join hands, be determined, and make the most of all opportunities and motivations, creating momentum to achieve double-digit GRDP growth in the following years, contributing to the whole country entering an era of striving for strong and prosperous development."

Reporter: Dear Chairman of the Provincial People's Committee, with the synchronous and drastic implementation of socio-economic development solutions right from the first months of the year, what results has Ha Tinh achieved up to now?

Chairman of the Provincial People's Committee Vo Trong Hai: As the last year to implement the resolution of the 19th Provincial Party Congress, right from the beginning of implementing the tasks of 2025, Ha Tinh has set clear determination and goals, which is to strive to achieve the highest results for each target and task of the 2020-2025 term. Accordingly, the Provincial People's Committee has built a framework program to implement the socio-economic development tasks in 2025 with a roadmap, solutions, and specific goals, and at the same time urgently implemented with the motto: "Discipline and responsibility; proactive and timely; streamlined and effective; accelerated breakthrough".

In the context of the slow and unstable recovery of the global economy, the entire domestic political system is highly focused on the task of restructuring and streamlining the apparatus. Ha Tinh has taken advantage of favorable conditions, made efforts to overcome difficulties, and synchronously and comprehensively implemented tasks and solutions. The focus is on promoting production and business, especially increasing products and revenue in the industrial sector, focusing on spring crop production, building new rural areas; drastically disbursing public investment capital; speeding up the progress of key projects; urgently restructuring the apparatus; actively implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, digital transformation; paying attention to cultural - social and social security tasks; ensuring national defense and security.

With the solidarity and high concentration of the entire political system and the efforts of the business community and people, the first quarter GRDP growth of Ha Tinh reached 6.5% (industry - construction sector increased by 5.53%, agriculture increased by 3.23%, services increased by 7.83%). Although this increase has not reached the target assigned by the Government of 8%, it has been forecasted and calculated in the growth scenario, striving to achieve and exceed the annual growth target of 8-9% under favorable conditions. Public investment disbursement reached 17% of the capital plan assigned by the Prime Minister, higher than the national average (9.53%) and ranked 19th out of 110 ministries, branches and localities. The total implemented social investment capital reached more than 12,200 billion VND, an increase of more than 12% over the same period thanks to the acceleration of key investment projects in the area. Budget revenue in the area reached more than 4,900 billion VND (27% of the estimate), ranking 3rd among the North Central provinces.

Ha Tinh's first quarter GRDP growth reached 6.5%, of which the industrial and construction sector increased by 5.53%.

The 2024 Public Administration Reform Index ranked 15th nationwide, up 3 places compared to 2023 and ranked 2nd in the North Central region (after Hue City); the 2024 Provincial Governance and Public Administration Performance Index (PAPI) ranked 6th nationwide and first in the North Central region.

In the field of culture and society, the highlight is that the province's education continues to achieve high results in the National Excellent Student Competition (ranked 3rd nationwide in terms of winning rate); 1 student was selected to participate in the International Mathematics Olympiad (IMO). Social security work is of special interest, focusing on effectively implementing the program to eliminate temporary and dilapidated houses according to the direction of the Prime Minister. The whole province has simultaneously started construction of 1,408/1,408 houses for poor and near-poor households, determined to complete before May 19, 2025.

Implementing the policy of streamlining the organizational apparatus in the spirit of Resolution 18-NQ/TW dated October 25, 2017 of the Central Committee, Ha Tinh has rearranged 4 district-level administrative units, 23 commune-level administrative units, reducing 1 district and 7 communes/wards; merged departments, agencies, and branches, reducing 5 departments, 12 steering committees established by the Provincial People's Committee, 39 departments, 8 branches and equivalents under the departments, 47 specialized departments under the District People's Committee, 141 public service units. The units and localities after the rearrangement soon stabilized and went into smooth operation.

PV: So we have passed 1/4 of the way to achieving the economic growth target in 2025. In the face of many difficulties and challenges, what solutions does Ha Tinh need to continue to have to achieve the highest results in the tasks, comrade?

Chairman of the Provincial People's Committee Vo Trong Hai: From the positive results achieved in the first quarter along with the analysis of growth drivers of each sector, it can be seen that despite the difficult context, we have favorable opportunities to reach the growth target. With the identified development drivers and opportunities, all levels and sectors need to closely follow the plan and effectively implement solutions to realize the set goals.

Chairman of the Provincial People's Committee Vo Trong Hai and Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh chaired the meeting to listen to reports on the situation and solutions to handle pending projects in the province.

That is, organize the review, update, and adjustment of quarterly growth scenarios in accordance with the actual situation, identify key tasks that need to be directed to ensure the growth target of 8% in 2025 according to Resolution No. 25/NQ-CP of the Government. Continue to unleash resources to develop the province's key economic sectors, focusing on directing key industrial projects, promoting industrial production, especially key products; maintain stable agricultural production, continue to transform sustainable structures according to value chains, organic and circular agriculture to increase production value; effectively implement tax and credit policies to support increased purchasing power, stimulate consumption, and domestic tourism; strengthen tourism promotion, regional linkages, digital transformation in tourism development, and promptly implement urban development projects, tourism, and coastal services.

Continue to drastically promote the disbursement of public investment capital; implement effective solutions to maximize and diversify resources of the State, people and enterprises; strengthen financial and state budget discipline; strictly manage state budget revenue and expenditure.

Promote the completion of mechanisms and policies; focus on reforming administrative procedures, improving the investment and business environment associated with the drastic implementation of Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and digital transformation; create all conditions to quickly resolve investment procedures, difficulties and obstacles in investment and business activities, encourage investment from all economic sectors; review and remove difficulties and obstacles for projects, actively attract investment; strengthen vocational training, technology transfer, and improve the quality of human resources supplied to the economy.

PV: Along with drastic actions to ensure economic growth, Ha Tinh is also accelerating the implementation of the goals of the 19th Provincial Party Congress. Could you please tell us what key tasks are being focused on in the "sprint" stage?

Chairman of the Provincial People's Committee Vo Trong Hai: We are entering the "sprint" phase to implement the goals and tasks of 2025 and the resolutions of the Party Congresses at all levels for the 2020-2025 term, while focusing on implementing important political tasks: arranging and streamlining the organization of the political system and operating well the new apparatus of the two-level local government; preparing to organize Party Congresses at all levels, towards the 14th National Congress of the Party.

Ha Tinh continues to mobilize resources to synchronously implement the Provincial Planning for the period 2021-2030, with a vision to 2050; effectively implement Resolution 26 of the Politburo on "Socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045". Consistent with the viewpoint of green growth and sustainable development; economic development associated with environmental protection, adaptation to climate change to promote the development of "a growth engine", "3 urban centers", "3 economic corridors" according to the orientation of the Provincial Planning. Strengthening State management in all fields; modernizing the administration, building digital government, improving public ethics, tightening discipline and order; creating a favorable investment and business environment to serve people and businesses; proactively integrating internationally. Focus on investing in building synchronous, focused and key socio-economic infrastructure, prioritizing resources for strategic infrastructure projects...

Speeding up project progress to promptly disburse public investment capital is an important task to promote socio-economic development.

Promote cultural and educational development, improve the quality of health care for the people. Create a healthy cultural environment, arouse the will and aspirations of the people of Ha Tinh. Take care of policy beneficiaries, vulnerable groups, and ensure social security.

Focus on reviewing goals, targets, action programs, and carefully preparing to successfully organize Party congresses at all levels for the 2025-2030 term. In the immediate future, focus on completing the content of the Political Report of the 20th Provincial Party Congress; develop a 5-year socio-economic development plan for 2026-2030, and a public investment plan for the 2026-2030 period.

Continue to unleash resources to develop the province's key economic sectors, focusing on promoting industrial production and accelerating key industrial projects.

On the eve of the 20th Provincial Party Congress, towards the 14th National Party Congress, Ha Tinh strengthens the building and rectification of the Party and a clean and strong political system; enhances the leadership capacity and fighting strength of the Party Committee. Promote democracy, solidarity, cultural values, take people as the center, science and technology, innovation as the foundation and driving force for development. Continue to implement Resolution No. 18-NQ/TW on streamlining the apparatus, merging administrative units according to the 2-level local model, well resolving the regime and policies on streamlining the contingent of cadres, civil servants and public employees; promote decentralization, delegation of power, attaching responsibility to organizations and individuals, especially the heads.

In the coming time, the set goals are very high, the workload is large, the progress is very urgent, requiring the entire political system of the province to constantly strive to continue to reap important results in all fields, complete major tasks in the work of arranging and streamlining the apparatus; create momentum to start the new term 2025-2030 with a strong and steady breakthrough, towards the goal of Ha Tinh becoming one of the development poles of the North Central and Central coastal regions; by 2030, it will be a fairly developed province; by 2045, it will be a developed province with high income, entering a new era with the country, developing richly and prosperously.
