Hoang Viet commune has 912 households with 4,018 people living in 12 villages. The whole commune has over 2,400 hectares of agricultural and forestry land (accounting for over 90% of the natural land area).
Mr. Lo Van Bien, Vice Chairman of the Commune People's Committee, said: The Commune People's Committee has included sustainable poverty reduction in the goals, tasks, and solutions in the annual socio -economic development programs and plans; closely combining the implementation of poverty reduction goals with the socio-economic development plan. Determining that the development of fruit tree cultivation, especially the Vanh Khuyen persimmon tree, is a suitable direction, the commune government has stepped up propaganda and mobilized people to expand the persimmon growing area. At the same time, every year, the Commune People's Committee coordinates with related units to organize 4-5 training courses on technology transfer and 1-2 vocational training courses on livestock farming, fruit tree planting, and afforestation for people.
In order for people to have resources to invest in production development, the Party Committee and the commune government have directed organizations and unions to receive trust to support poor and near-poor households to access preferential capital. Up to now, the total outstanding balance of trust capital with the District Social Policy Bank Transaction Office has reached 16.2 billion VND, with 313 households borrowing.
Mr. Ngo Viet Chu, Po Pheo village said: Previously, my family had a long-standing area of Vanh Khuyen persimmons, but because we did not know how to apply science and technology to production, the efficiency was not high. In 2021, through training courses on science and technology transfer organized by the commune, I had the knowledge to apply to actual production, thanks to which the persimmon trees grew well, yielded high yields, and on average, my family's persimmon garden harvested 4-5 tons of fruit each year. In addition to developing persimmon trees, in 2023, my family was given the opportunity to borrow 50 million VND from the District Social Policy Bank Transaction Office to plant 2.5 hectares of acacia, cinnamon... thanks to that, my family had an income of nearly 100 million VND/year and escaped poverty.
In addition to creating conditions for loans, the Party Committee and the communal government have mobilized support resources from national target programs to support people in developing production. Specifically, from 2021 to present, implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas, the commune has implemented 2 projects to expand the area of Vanh Khuyen persimmon trees for 47 poor and near-poor households with a total cost of 475 million VND; supporting 2,920 Vanh Khuyen persimmon seedlings and 17 tons of fertilizer for 27 poor and near-poor households with a cost of 300 million VND from the sustainable poverty reduction program. These support projects have helped poor and near-poor households develop the Vanh Khuyen persimmon model, creating sustainable livelihoods to reduce poverty.
According to the commune's statistics, by the end of 2024, the commune's poverty rate will be 3.39%, down 8.58% compared to 2021. Up to now, the whole commune has many effective production models such as: the model of growing Vanh Khuyen rose (200 hectares); the model of planting acacia, eucalyptus, and anise forests (over 50 hectares); the model of growing fruit trees such as bananas, pineapples, and custard apples (10 hectares); the model of raising pigs and buffaloes... The whole commune has over 100 households with an income of 100 million VND/year or more.
Ms. Lo Thi Kim Oanh, Deputy Head of the Department of Agriculture and Environment of Van Lang district, said: Over the past years, the Party Committee and government of Hoang Viet commune have always paid attention to and effectively implemented policies, programs and projects on poverty reduction. In particular, the commune has focused on exploiting local advantages to support people in developing production. Along with the commune's attention, people have made efforts and been proactive in economic development.
With these results, in April 2025, Hoang Viet commune was honored to receive a certificate of merit from the Chairman of the Provincial People's Committee for its outstanding achievements in the emulation movement "For the poor, leaving no one behind" for the period 2021 - 2025.
