5 groups of tasks and solutions
The Government has just issued Resolution 168/NQ-CP dated October 11, 2023 on the National Strategy for preventing and combating corruption and negativity until 2030.
The strategy sets out 5 groups of tasks and solutions including:
- Perfecting policies and laws in the fields of socio -economic management and preventing and combating corruption and negativity.
- Perfecting the state apparatus, perfecting the civil service system, building a team of honest cadres, civil servants and public employees; improving the effectiveness of law enforcement.
- Strengthen inspection, supervision, auditing, investigation, prosecution, trial and execution of judgments.
- Raise awareness, promote the role and responsibility of society in preventing and combating corruption and negativity.
- Actively participate in and improve the effectiveness of international cooperation in preventing and combating corruption, fully implementing the rights and obligations of member states of the United Nations Convention against Corruption.
In particular, reviewing and streamlining the state administrative apparatus at all levels; promoting decentralization and delegation of power; specifying clearly and scientifically the functions, tasks and powers of each management level to ensure transparency and high responsibility; and having an effective inspection, examination and supervision mechanism.
Building a team of professional, disciplined, honest, competent, qualified and ethical cadres, civil servants and public employees to meet task requirements.
Implement a mechanism to encourage and protect dynamic, innovative, creative cadres who dare to think, dare to do, dare to break through, dare to take responsibility for the common interest; immediately rectify and overcome manifestations of pushing, avoiding, working half-heartedly, and being afraid of making mistakes among a number of cadres and party members, especially leaders and managers at all levels.
Improve the effectiveness of law enforcement associated with strict control of state power, control of conflicts of interest, control of assets and income of people with positions and powers; promote the responsibility of leaders in preventing and combating corruption and negativity.
Innovate salary policies for civil servants, public employees, and public service regimes, ensuring that cadres, civil servants, and public employees have reasonable incomes, stable lives, and peace of mind at work; strengthen control over the implementation of regimes, norms, and standards in the operations of agencies, organizations, and units using the state budget;
Strengthen inspection, supervision and strict handling of violators in the performance of duties, public duties, and the ethics and lifestyle of civil servants and public employees. Resolutely remove from the state apparatus those civil servants and public employees who have degraded in political ideology, ethics and lifestyle, and who fail to fulfill their public duties.
Strengthening the application of science, technology and engineering in state administration and socio-economic management in a public, transparent, friendly, accessible and easy-to-implement manner, creating favorable conditions for businesses and people, contributing to improving management efficiency; enhancing national financial transparency and non-cash payments.
The strategy is implemented in two phases.
The national strategy for preventing and combating corruption and negativity until 2030 is implemented in two phases:
Phase 1 (from 2023 to 2026), in this phase, the organization will synchronously implement tasks and solutions. In particular, it will focus on researching, reviewing, amending, and supplementing to overcome loopholes and inadequacies in the law on socio-economic management and preventing and combating corruption and negativity to propose specific tasks in the law and ordinance-making program of the 15th and 16th National Assembly; focusing on improving capacity and effectiveness in preventing, detecting, and handling acts of corruption and negativity.
Complete specific tasks in the 2023-2026 period and review the implementation in 2026.
Phase 2 (from 2026 to 2030), promote the results achieved in phase 1. Based on the preliminary summary, requirements of anti-corruption work and practical situation, develop a specific Plan to implement the Strategy for the period 2026 - 2030 and promote the comprehensive implementation of groups of tasks and solutions to complete the objectives of the Strategy.
