Improve the quality and effectiveness of commune military party cells

Based on the guidance of the superiors, the Standing Committee of Muong Ang District Party Committee issued Plan No. 71-KH/HU on implementing Resolution No. 21-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on strengthening and consolidating grassroots Party organizations and improving the quality of Party members in the new situation. The plan clearly states that one of the key tasks is: Directing and deploying 100% of communes and towns to establish military party cells in 2023.

The work of building the district's military party cells is focused on all four aspects: Politics , ideology, ethics and organization. In particular, it focuses on political and ideological education; fighting, preventing and repelling signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" within the organization, associated with promoting the study and following of Ho Chi Minh's ideology, ethics and style. Attention is paid to the work of managing and developing party members, especially in the militia and reserve forces. The Standing Committee of the District Party Committee has directed the Party Committees of communes and towns to establish military party cells in accordance with strict procedures and processes, in accordance with the provisions of the Party Charter.

Up to now, the whole district has had 10/10 communes and towns establish military party cells, with a total of 60 party members. Muong Ang is also one of the first districts in the province to complete the establishment of commune-level military party cells. Most of the commune and town military party cells have promoted their leadership role in building militia, self-defense (DQTV) and reserve mobilization (DBDV) forces at the grassroots level. The issuance of leadership resolutions by military party cells always closely follows the characteristics and political tasks of the locality, especially the requirement to improve the operational efficiency of the DQTV and DBDV forces; participate in maintaining political security, social order and safety, deploying security and order combat plans, being ready to fight and doing mass mobilization work, building the people's hearts and minds in each locality. In particular, the military branches have promoted their role as consultants for the Party Committee and the communal government to lead and direct the implementation of military and defense work, and develop party members in the militia and self-defense forces. They have improved the quality of training, built strong fighting villages and residential groups, linked socio -economic development with strengthening national defense and security; prevented and repelled social evils, and prevented the "peaceful evolution" plot of hostile forces right from the grassroots level.

Ang Cang is one of the earliest communes to establish a commune military party cell. Mr. Dao Duy Thach, Party Committee Secretary, Secretary of the Commune Military Party Cell, said: The establishment of the commune military party cell has strengthened the Party's leadership over local defense and military tasks and improved the quality of the militia force. The structure of the party cell includes: Party Committee Secretary, Chairman of the People's Committee, Secretary of the Youth Union, Commander and Deputy Commander of the Commune Military Command; Village Team Leader, Mobile Militia, Local Militia and DBĐV. The party cell also has the Party Committee Secretary and Chairman of the Commune People's Committee, so it is convenient to carry out tasks. For example, in the past, military recruitment work was often "left to the military agency", but now the Party Committee and the Commune People's Committee provide high material and spiritual support, give more drastic direction and have the active participation of the commune's committees and organizations. The military party cell has affirmed its position and importance, performing well its advisory function for the Party Committee and government to lead and direct the successful completion of local military and defense work.

Mr. Nguyen Tien Tuan, Head of the Organization Board of Muong Ang District Party Committee, said: After being established, the military party cells have developed operating regulations, focused on political and ideological education, and built political capacity for cadres and soldiers; and raised awareness of building a national defense for all people. The resolutions set out closely follow the political tasks in the locality; the tasks are implemented with close coordination and unity under the leadership and direction of the Party Committee and the commune-level government. In the coming time, to improve the operational efficiency of the commune military party cell model in the area, the district will continue to focus on consolidating and perfecting the Party Committees and military party cells of communes and towns with the right structure and composition, ensuring sufficient quantity and improving quality.
