Improve the efficiency of vocational education and continuing education centers

One month after the Department of Education and Training received the vocationaleducation and continuing education centers (VET-GDTX) from the People's Committees of the districts, the activities at the above-mentioned units continued to be maintained in order. The reception has truly brought joy and new expectations to the staff, managers and teachers of the centers. Because this is an opportunity to solve difficulties in human resources and facilities, creating motivation to improve the efficiency of the centers' operations in the coming time.

At the Center for Continuing Education and Vocational Training of Cam Xuyen district, right after the reception day, the leaders of the Department of Education and Training had a working trip to inspect the actual situation at the unit. That concern brought joy and hope to the staff here about a new development direction in the near future.

Mr. Phan Xuan Thinh - Deputy Director of the Center for Continuing Education and Vocational Training of Cam Xuyen district informed: "Our biggest difficulty is the staff. The center currently has 10 classes with a total of 415 students, but only 15 staff (8 people short of the regulation). In the past, although we tried to save funds to contract 6 more guest teachers, it is still difficult to meet the teaching needs. Therefore, transferring the centers to the Department of Education and Training for management will create favorable conditions for professional guidance, secondment, helping the centers reduce the pressure of teacher shortage".

"Also from the direction of the department, during this time, we are focusing on reviewing the current situation, human resources, facilities and proposing solutions to promptly report as soon as possible," Mr. Thinh added.

Ha Tinh currently has 9 vocational training centers (except Ky Anh district, Hong Linh town, Ha Tinh city). The system of vocational training centers in the area is merged from vocational training centers with general technical - career guidance centers, vocational training centers or merged from vocational training centers with general technical - career guidance centers and added vocational training tasks according to Resolution No. 26/2011/NQ-HDND dated December 16, 2011 of the Provincial People's Council. After the merger, the vocational training centers are transferred to the People's Committees of districts and towns for management.

Before 2018, the tasks of vocational training centers were mainly to provide elementary vocational training, career guidance, and vocational training for middle and high school students. In addition, they also implemented high school continuing education programs, but the scale was insignificant.

However, since 2019, according to the 2018 General Education Program, career guidance activities have become mandatory in general education institutions, requiring high quality human resources. Students who do not meet the requirements to enter high school after graduating from junior high school all wish to study the high school level continuing education program or vocational college (currently, over 25% of junior high school graduates in the province study the high school level continuing education program). Therefore, the tasks of the centers have also changed, leading to the current decentralization in management, which will create favorable conditions for the centers to achieve the goal of improving the quality of human resources.

Mr. Le Sy Dai - Deputy Director of the Center for Continuing Education and Vocational Training of Thach Ha district shared: "The most obvious thing after being accepted by the Department of Education and Training is the joyful, excited atmosphere, the peace of mind of the staff and teachers. Along with that, the closer and more timely attention of the industry in professional guidance has also created motivation for us to implement solutions to improve the quality of education".

The transfer of vocational education and continuing education centers to the Department of Education and Training is a suitable policy, contributing to improving the effectiveness and efficiency of management work; effectively using the workforce and existing facilities of educational institutions. In fact, the main tasks of vocational education and continuing education centers are similar to those of high schools, so it is convenient for professional activities, staff arrangement, and shared facilities. This is also a solution to reorganize and streamline the apparatus and unify it throughout the province.

Immediately after receiving the centers from the People's Committees of the districts, the Department of Education and Training of Ha Tinh also directed the units to focus on carefully reviewing the facilities, teaching staff, and training structure to serve as a basis for finding appropriate solutions in the development process; research to advise on the development direction of centers according to the locality or region to build a team of teachers to meet the needs and improve the quality of training. Along with that, the sector has also strengthened professional guidance, especially the task of reviewing exams for final year students.
