BHG - With the goal of ensuring that land resources are managed, exploited, and used economically, sustainably, and effectively, on October 3, 2022, the Provincial Party Committee issued Program 29 to implement Resolution No. 18, dated June 16, 2022 of the Party Central Committee on "continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country". To concretize this program, localities have had many solutions to implement, suitable to the actual situation at the grassroots level.

To develop the inter-commune road system, Quan Ba District Party Committee has issued a directive on the Campaign "All people participate in donating land to build traffic infrastructure and public welfare works, period 2021-2025". Based on the 2013 Land Law and the policy of the District Party Committee, Party committees and authorities at all levels have actively participated, going down to each village and hamlet to organize meetings and propagate to people to understand the benefits when new roads are opened. Chairwoman of Tam Son Town People's Committee, Nhu Thi Nga, said: "Implementing the directive of the District Party Committee, to promote the mobilization of people to participate in donating land to build welfare works, the Town People's Committee has directed the deployment to villages and residential groups, established propaganda and mobilization teams with the motto "slow and steady wins the race", "people know, people discuss, people do, people check and people enjoy", which has received high consensus and support from the people. Especially with Bao An road, all people living on both sides of the road have donated land to build the road. In addition, every year the Town People's Committee has a plan to convert land use purposes and announce it to the people, to ensure that people use the land effectively and for the right purpose".
Thanks to the participation of local Party committees, authorities, and organizations in the process of propaganda and mobilization, it is an important factor to change people's awareness. Therefore, many families living near the residential construction sites voluntarily contributed their efforts and donated part of their land for road construction. With the consensus and joint efforts of the people, the transport infrastructure network and cultural institutions have been gradually completed. Up to now, Quan Ba district has had 1,136 households donating 72,701 m2 of land to carry out 19 projects, including 2 basic construction projects and 17 projects under the New Rural Construction Program, worth over 11.2 billion VND.
Mr. Chu Dinh Xoi, Bao An village, Tam Son town, shared: “After being propagandized and mobilized by the local Party Committee and government to donate land to build the road from the town to Thanh Van commune, my family agreed with the district's policy. Because this road has been degraded for many years, the road has many potholes, making it difficult to travel when it rains, and dusty when it is sunny. Therefore, when there was a policy to build the road, the households living near this road were very excited and agreed to support it with the hope of having a new, wide, clean road for more convenient travel."
Vice Chairman of Quan Ba District People's Committee, Pham Ngoc Pha, said: After 2 years of implementing the campaign, the awareness of cadres, party members and people about donating land for welfare projects has been raised. Many households have participated in donating land for road construction and welfare projects. In the context of limited local budget, the local government has mobilized resources from the people to implement rural infrastructure construction. The experience learned is that propaganda must go one step ahead, from good propaganda and mobilization to make people understand the nature and significance of donating land to participate with the state in building projects that they themselves manage, use and promote effectively.
The province currently has over 792,948 hectares of natural land; of which, non -agricultural land accounts for 4.1%, unused land accounts for 13.2%, agricultural land accounts for 82.7%. In localities, 68 - 94% of natural land area is used for agriculture. Implementing the 2013 Land Law, land management and use in the province is respected and closely directed by all levels, promoting the potential and value of land resources, serving the socio-economic development goals of the locality. Up to now, the whole province has had a general urban planning for 11 districts and cities and has been adjusted in accordance with the development orientation for the period 2020 - 2030. The land use planning and plans of the province and districts are basically synchronized with the socio-economic development planning, urban planning, new rural planning... as an important basis for land recovery, land allocation, land lease and issuance of land use right certificates. Districts and cities have actively developed planning options and land use plans; issued annual land price lists; promoted propaganda work; and thoroughly resolved complaints, denunciations and land disputes. The process of organizing the implementation of land use plans and plans is always closely inspected, checked and supervised by authorities at all levels.
With the participation of the entire political system and the people, we believe that the management and use of land is increasingly effective, basically ensuring compliance with the provisions of the law on land, gradually becoming routine; the work of inspection, examination and handling of land violations is strengthened. Contributing to the cause of building, developing the socio-economy and ensuring security and national defense of the province.
