According to Head of Thanh Khe District's Department of Internal Affairs Truong Thanh Toan, from 2020 to now, the District People's Committee has focused on directing the drastic implementation of solutions to increase the rate of online payment of fees and charges in handling administrative procedures (TTHC) for people. Accordingly, the district coordinates with postal staff to guide and support organizations and citizens to submit and pay online when there is a need to process documents. Each officer and civil servant of the "One-stop" department must guide people to pay fees and charges (if any) when performing administrative procedures. Community digital technology groups of each locality organize digital transformation festivals, integrating propaganda so that people know and use online payment methods when transacting to resolve administrative procedures.
In 2020, the rate of cash payment in administrative procedure settlement transactions in the district reached 71%; online payment reached 29%. In 2021 and 2022, cash payment reached 3%, online payment 97%. In 2023, cash payment reached 2%, online payment reached 98%. In the first 9 months of 2024, cash payment reached 0.2%; online payment reached 99.8%.
The District People's Committee assigned the District Department of Internal Affairs to preside over and coordinate with relevant agencies and units to proactively research, develop and implement the above solutions. Regarding human resources, in addition to the consulting unit, relevant agencies and units in building and perfecting the software as well as upgrading software functions as required, the District People's Committee proactively mobilizes local human resources (relevant officials, civil servants and public employees) to implement and maintain the use of online payment software and applications.
Mr. Toan said that in the past, people paid in cash, which was time-consuming, and the level of transparency and accuracy was not high. After applying online payment, people saved time and travel costs. Just using a computer or phone with an Internet connection, all transactions can be done quickly and conveniently, helping administrative agencies reduce workload and manage more effectively.
However, according to Mr. Toan, the implementation process still has some problems and difficulties such as some cases where citizens still want to meet directly with one-stop officials and civil servants to receive instructions on traditional transactions, and have not yet adapted to using related applications and software to perform transactions on administrative procedure settlement. The District People's Committee will continue to maintain the implementation and regularly summarize and evaluate the implementation results, on that basis, upgrade and improve based on the actual management needs of each agency, unit, and locality in the process of using related software and applications.
