Kremlin spokesman Dmitry Peskov said on January 15 that Russia supports a peaceful solution to the Ukraine crisis. However, according to Mr. Peskov, because Western countries and Ukraine are not ready to negotiate, Russia is forced to achieve its goals through a special military operation.
Mr Peskov stressed that Russia's position, repeatedly stated by President Vladimir Putin, is to prioritize peaceful and diplomatic means to resolve security issues. He also highlighted the ban by the Ukrainian authorities on negotiations with Russia.
“First of all, we should not forget that Kiev has officially banned any negotiations with Moscow. Just mentioning this ban is probably the best way to understand the complete absurdity of the current situation,” Peskov said.
"That is why our position has been repeatedly stated by President Putin. For us, we want to achieve our goals and solve our security problems by peaceful means, by diplomatic means, but in conditions where this is absolutely impossible, because the Western countries as well as Ukraine are not ready to consider our security problems, we are conducting and continuing a special military operation, through which we will achieve our goals," Peskov added when asked if Russia was ready to discuss a peaceful solution to the conflict.
Earlier, Swiss Foreign Minister Ignazio Cassis said that Russia would definitely participate in future discussions on Ukraine, and, according to him, preparations were underway. Speaking at a press conference at the World Economic Forum in Davos, he pointed out that there was no other option but for Russia to participate in the search for a peaceful solution.
Kremlin spokesman Dmitry Peskov said the latest talks on Ukraine's proposed "peace formula" in Davos will not lead to anything because Russia is not involved in the process. The talks were held on January 14 at the initiative of Switzerland and Ukraine.
“Without our participation, any discussion cannot achieve anything,” Mr Peskov told reporters, commenting after a meeting on Ukraine’s “peace formula” in Davos.
According to Mr. Peskov, Russia has made its stance on this issue clear.
“In fact, these are just discussions. And this process cannot achieve any concrete results for one obvious reason: because we (Russia) are not participating,” Mr. Peskov stressed.
In 2022, President Zelensky proposed a 10-point peace formula to end the conflict in Ukraine.
The main points of Mr. Zelensky's peace plan include restoring Ukraine's territorial integrity, Russia must withdraw all troops, ensure energy security, food and nuclear safety, pay reparations, as well as establish a peace protocol between Kiev and Moscow.
President Zelensky's peace formula also calls for Russia to return the four newly annexed territories as well as the Crimean peninsula. In October 2022, Russian President Vladimir Putin signed a decree annexing four Ukrainian regions: Zaporizhia, Kherson, Donetsk and Lugansk.
However, Moscow has repeatedly rejected these demands and declared that peace can only be achieved if Ukraine becomes a neutral country, abandons its ambitions to join NATO, and recognizes Russia's annexation of four territories from Ukraine.
President Zelensky also signed a decree not to negotiate with President Putin's administration. Moscow has repeatedly accused this decree of hindering peace talks between Russia and Ukraine.
