According to the author, National Assembly Chairman Tran Thanh Man has visited Russia many times, but this is his first visit to Russia since taking office as head of the highest authority of the Socialist Republic of Vietnam since late May 2024.
Previously, at a meeting with Russian President Vladimir Putin in Hanoi , National Assembly Chairman Tran Thanh Man expressed his thoughts and views on the issue of further developing relations between the two countries' parliaments. He emphasized that Vietnam always attaches importance to and values the traditional friendship and comprehensive strategic partnership with Russia, and the Vietnamese people clearly remember the sincere support and assistance of the Soviet Union and Russia today. Relations with the Russian Federation are of strategic importance and Russia is "the most important partner in Vietnam's foreign policy".
And in the Joint Statement signed between Russian President V. Putin andPresident To Lam on further deepening the comprehensive strategic partnership in the context of the 30th anniversary of the Treaty on the fundamental principles of friendly relations between the Russian Federation and Vietnam, the importance of expanding cooperation between the two countries' parliaments was mentioned.
The author of the article commented that Moscow also agrees with this view, so the upcoming visit of National Assembly Chairman Tran Thanh Man is an important step forward to strengthen the comprehensive relationship between the two countries, expanding political and economic contacts between Russia and countries in the Asia-Pacific region. Proof of this prestige were the discussions held in the hall of the Far Eastern Federal University on Russky Island from September 3-6. At the International Scientific and Practical Conference with the participation of scientists from China, South Korea and other countries, aspects of Russian-Vietnamese cooperation in many areas were analyzed in depth.
According to one of the conference participants - President of the Vietnam Academy of Sciences, member of the Party Central Committee, Professor Thieu Van Minh, the two countries have a solid and reliable foundation for building mutually beneficial relations. He said that this trend not only benefits the people but also creates an atmosphere of peace, good neighborliness and stability throughout the Asian region. This is also the purpose of the visit to Russia of the head of the Vietnamese legislature, the author emphasized. On the agenda are extremely important issues for the future of bilateral relations that need to be considered and discussed comprehensively with the Russian leadership.
Ahead of the visit, National Assembly Chairman Tran Thanh Man said that Vietnam is determined to develop cooperation with Russia in all fields for the common benefit and for peace and stability around the world. He believes that inter-parliamentary cooperation is one of the profound foundations for developing the good traditional friendship and cooperation.
Regarding the Third Inter-Parliamentary Committee Meeting within the framework of the visit, the author believes that there should be the participation of delegates at all levels and regions because major players of the Russian Federation such as Moscow, Saint Petersburg, and the southern province of Rostov are also very interested in this cooperation. Similarly, the provinces of Cao Bang, Lao Cai, Ben Tre and Ca Mau on the Vietnamese side are also ready to cooperate with Russian partners.
Although the two countries still have an unfinished task of reaching a trade turnover of 10 billion USD, reality shows that businesses of the two countries are finding ways to resolve obstacles such as payment and logistics. And to promote the commitments announced during President V. Putin's recent visit to Vietnam, the author believes that there needs to be legal support for business activities in the fields of energy and transport, information technology and agriculture, science and higher education, trade and investment, finance and banking. The leading areas of cooperation, according to the author, are primarily tourism. After resuming direct flights, the number of Russians choosing beaches and resorts in Vietnam for their vacations is increasing, but it is still necessary to open new flights to meet the demand to new tourist destinations.
Educational cooperation between the two countries continues to develop. Every year, Russian universities grant 1,000 scholarships to Vietnam. Currently, there are more than 3,000 Vietnamese students studying in Russia. The Vietnamese government has included Russian in the list of first foreign languages in secondary schools. A special feature is cooperation in the defense sector. This sector has always been distinguished by high reliability and stability. The author points out that the life and integration of more than 10,000 Vietnamese people living and working in Russia will also be mentioned in the upcoming talks because of the community's increasingly positive contribution to the life of the host country.
