Industry and trade sector implements the Law on Chemicals

Minister of Industry and Trade Nguyen Hong Dien has just issued Decision No. 2594/QD-BCT on the plan to implement the Law on Chemicals of the Ministry of Industry and Trade.

Decision No. 2594/QD-BCT of the Ministry of Industry and Trade is based on the Law on Organization of the Government No. 63/2025/QH15 dated February 18, 2025; Law on Organization of Local Government No. 72/2025/QH15 dated June 16, 2025; Law on Promulgation of Legal Documents No. 64/2025/QH15 dated February 19, 2025, which has been amended and supplemented with a number of articles under Law No. 87/2025/QH15 dated June 25, 2025.

At the same time, the Decision is based on the Law on Chemicals No. 69/2025/QH15 dated June 14, 2025 and Decree No. 40/2025/ND-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade; based on Decision No. 1837/QD-TTg dated August 26, 2025 of the Prime Minister promulgating the Plan to implement the Law on Chemicals...

In Decision 2594/QD-BCT, the Ministry of Industry and Trade stated that the Department of Chemicals (Ministry of Industry and Trade) presides over and coordinates with ministries, branches and localities to systematize and list legal documents related to the chemical sector. At the same time, review and promulgate according to authority amendments, supplements, replacements, repeals or new issuances, ensuring compliance with the provisions of the Law on Chemicals.

The Decision also directs the Department of Chemicals to coordinate with relevant ministries, branches and agencies to develop a Decree detailing a number of articles and measures to organize and guide the implementation of a number of articles of the Law on Chemicals on the development of the chemical industry and chemical safety and security.

Along with that, build a Decree detailing and guiding the implementation of a number of articles of the Law on Chemicals; a Decree stipulating the list of chemicals under the scope of regulation of the Law on Chemicals...

In the Decree, the Ministry of Industry and Trade also requires the Department of Chemicals to develop and organize a series of events, discussion programs, carry out columns, programs, news, popular articles, and competitions to learn about chemical law knowledge. Organize conferences and in-depth training on the Law on Chemicals and related legal documents for officials and civil servants of departments, branches, sectors at all levels, enterprises and organizations with activities related to chemicals in the locality... In addition, the Ministry of Industry and Trade directs the Department of Chemicals to coordinate with relevant agencies to organize law enforcement and inspect the organization of law enforcement on chemicals.
