Faced with the ever-increasing development of social networks, recently, authorities have increased the application of digital technology , promoting the role of social networking platforms in communication activities.
Accordingly, the Ministry of Science and Technology has annually organized major events such as Vietnam Science and Technology Day (May 18), World Intellectual Property Day, Innovation Day, National Digital Transformation Day, National Techfest, Vietnam International Digital Week... The events are integrated with communication content on human rights in science and technology, innovation and digital transformation, emphasizing the role of science in serving life and human development. Every year, the Ministry organizes training courses to improve communication skills on science and technology, innovation and digital transformation for communication focal points of units under the Ministry, reporters in charge of science and technology, contributing to building a professional communication team with basic understanding of human rights in the field of science and technology. Along with international cooperation activities on communication on human rights in the field of science and technology, innovation and digital transformation have been deployed. The Ministry of Science and Technology has also been strengthening coordination with international organizations, United Nations human rights agencies and bilateral partners to promote positive information about Vietnam's efforts.
In particular, managing official social networking sites including fanpage: Ministry of Science and Technology ; Science, Technology and Innovation to convey information content on science and technology, innovation and digital transformation, including communication campaigns on science and technology, innovation and digital transformation for people, data privacy and personal information security have created positive effects, attracting public attention. Up to now, fanpage: Ministry of Science and Technology has reached more than 50,000 followers, 4 million views; Science, Technology and Innovation has reached more than 5,000 followers, more than 800,000 views.
From 2023 to 2025, the Ministry of Science and Technology has gradually deployed the application of digital technology in information and propaganda activities on human rights. The Ministry of Science and Technology has applied digital technology tools in collecting and analyzing public opinion data, monitoring information trends, and detecting and handling false and distorted information related to human rights.

Publications, videos, graphics, reports, and propaganda documents on human rights have been digitized and integrated on the Ministry of Science and Technology's electronic information portal and digital media platforms, ensuring wide accessibility and user-friendliness.
The Ministry of Science and Technology has proactively monitored and handled false and distorted information about human rights, especially information related to the fields of science and technology, innovation and digital transformation, personal data and cyberspace. At the same time, the Ministry proactively provided authentic, transparent and scientific information to the press through regular press conferences to guide public opinion, strengthen public trust, thereby contributing to protecting the national image and reputation and developing science and technology, innovation and digital transformation.
In the coming time, the global, regional and domestic context is forecasted to have many factors affecting the work of ensuring and communicating on human rights, with the trend of promoting human rights continuing to be of interest to international, regional and national organizations globally, closely linked to the Sustainable Development Goals (SDGs), digital transformation and climate change. Emerging issues such as data privacy, access to technology, equality in the digital environment and AI will become the focus of the international human rights forum.
Domestically, Vietnam continues to participate in and implement international commitments such as the Universal Periodic Review (UPR), international conventions on human rights, as well as the United Nations Sustainable Development Goals. Along with that, the development of science and technology, innovation and digital transformation is opening up many opportunities but also posing new challenges to ensuring human rights, especially the right to access information, protection of personal data, labor rights in the digital environment, and ethics in research and application of technology.
The above international and domestic situations show that, in the coming time, communication on human rights will take place in a faster, more multi-dimensional, more complex and sensitive information environment, requiring a flexible, scientific approach with a clear strategy.
Thereby, the requirements for communication work on human rights in the field of science and technology, innovation and digital transformation are as follows: Proactive and timely communication of policies and programs of the Ministry of Science and Technology related to human rights is needed: Focus on communication on contents such as: the right to access scientific knowledge, the right to personal data protection, gender equality in science, social responsibility of technology and innovation, innovation in communication methods: Increase the application of digital platforms, social networks, AI technology and visual tools (videos, graphics, podcasts, online discussions) to convey human rights information more vividly, easily understood and widely.
Building a team of cadres, reporters and editors with full understanding of human rights and good application of digital communication technologies, meeting modern communication requirements, ensuring sustainability and humanity in science and technology communication, innovation and digital transformation: Communication on human rights is not only to reflect policy, but also needs to contribute to forming a culture of respect for people in research, application and management of science and technology.
Along with continuing to thoroughly grasp and seriously implement the Party's guidelines and the State's policies on human rights; Bringing information and propaganda work on human rights in the field of science and technology, innovation and digital transformation into the implementation of national strategies and programs; Integrating human rights content in the process of building and implementing science and technology policies and projects; focusing on the aspects of the right to access knowledge, the right to gender equality in science and technology, and the right to personal data protection in research and technology application, innovating approaches and communication methods: Shifting from one-way propaganda to interactive, multi-dimensional communication, encouraging dialogue and spreading humanistic values in science and technology, innovation and digital transformation; Taking advantage of digital technology, social networks, multimedia communication platforms, videos, graphics, podcasts, online forums... to enhance the attractiveness, spread ability and communication effectiveness. Improve capacity and develop the human rights communication team: Build a team of cadres, reporters, and editors with in-depth understanding of human rights, law, and the fields of science and technology, innovation, and digital transformation; Organize training courses and specialized training on human rights communication skills in the digital age.

Integrating human rights content into science and technology programs and projects, building and implementing research, innovation or digital transformation programs, it is necessary to integrate human rights criteria, especially the right to equality, the right to privacy and access to technology. Diversifying the forms and content of communication, increasing reports, seminars, special pages or multimedia products such as infographics, podcasts, videos, online columns to disseminate information on human rights in a vivid and accessible way, encouraging reflection of practical stories and initiatives of scientists, organizations and individuals in ensuring human rights through science and technology, innovation and digital transformation activities, improving the capacity of reporters and editors, especially organizing training and professional development on human rights and human rights communication, especially in the context of digital transformation, AI and new technology development.
Increase the use of social networking platforms, open data, graphics, short videos, podcasts, online forums, and multimedia journalism to disseminate vivid and accessible information to the public. Apply AI and Big Data technology to improve the effectiveness of accessing and analyzing social opinion trends, thereby orienting information in a timely and accurate manner. Promote propaganda about the role of science and technology in ensuring human rights, especially the right to live in a clean environment, the right to access technology, the right to personal data security, and the right to comprehensive development.
