Comrade Nguyen Kim Long, Head of the Department of Sea and Fisheries, said: As of August 2024, the whole province had 2,299 fishing vessels registered and updated on the VNFishbase system. However, of the total number of fishing vessels registered in the province, only 1,292/2,299 fishing vessels had been fully updated with citizen identification cards (CCCD) and ship owner phone numbers (the remaining 1,007 fishing vessels lacked information fields of CCCD number and ship owner phone number). Pursuant to Document No. 3532/UBND-KTTH dated August 4, 2024 of the People's Committee of Ninh Thuan province on the implementation of Document No. 5321/BNN-TS dated July 25, 2024 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment ) on reviewing and entering additional data fields of CCCD, identity card, and phone number on VNFishbase software, the unit has promptly and proactively acted as the focal point for providing a list of fishing vessels lacking information fields to Department PA04 (Provincial Police), People's Committees of coastal communes, wards, and towns; proactively updated information fields (CCCD, phone number) on VNFishbase software as soon as fishing vessel data information records arise, through administrative procedure settlement; Based on the results of reviewing the current status of fishing vessels in localities, proceed to deregister fishing vessels that are no longer operating in the province (damaged, abandoned, sold outside the province, etc.) on the VNFishbase software; at the same time, through the work of grasping the situation of fishing activities in localities, work directly with vessel owners to promptly supplement missing information and update it on the VNFishbase software.
In the process of performing the task, the Department of Sea and Fisheries received enthusiastic support from the Provincial Police (Department PA04), promptly organized the verification and provided missing information of fishing vessel owners (including: ID card number, phone number) according to the list provided by the Department of Sea and Fisheries; assigned provincial police officers to coordinate with local police to go to each household to mobilize them to provide ID card number, phone number of the vessel owner to add to the VNFishbase software. At the same time, directed the police of communes, wards and towns to effectively implement the Coordination Regulation No. 2602/QC-QLHC-TS dated December 10, 2024 between the Department of Administrative Police for Social Order and the Department of Fisheries (now the Department of Fisheries and Fisheries Control). Up to now, the Department of Agriculture and Environment has completed the tasks required by the Ministry of Agriculture and Environment, deregistering fishing vessels, removing from the national fishing vessel register fishing vessels that are no longer operating in the province (fishing vessels that are damaged, abandoned, sunk, no longer able to operate, sold to other localities in or outside the province) and updating to VNFishbase software for 1,855 fishing vessels, reaching 100% of the number of registered fishing vessels in the province.
Mr. Tran Ngoc Hieu, Deputy Director of the Department of Agriculture and Environment, said: Currently, the conditions for synchronizing fishing vessel data on the VNFishbase system basically meet the requirements for connection infrastructure, ensuring the requirements for reviewing and updating information to synchronize fisheries data with national data on population in the province. Completing the identification of fishing vessels and synchronizing them to the national database will achieve 5 major goals, including: Accurately identifying information about vessels associated with the vessel owner, whether a business or individual, and the location of the vessel's operations; ensuring the safety of management and exploitation of aquatic products and seafood at sea and preventing illegal IUU fishing; serving the management of maritime transport, security management of goods and passengers transported by water; serving rescue and relief, managing and inspecting law enforcement at sea and serving the management of taxes, origin and provenance of goods transported at sea. These will make an important contribution to resolving shortcomings and limitations, promoting the development of fisheries exploitation, maritime safety management, and maritime transport in the coming time.
