Mr. Bui Huu Toan, Director of the Department of Culture, Sports and Tourism (DTC), said that in order to effectively implement the Party's viewpoints and guidelines, the State's policies and laws on digital transformation (DTC) in general, especially the industry's DTC programs approved by the Prime Minister and the Ministry of Culture, Sports and Tourism , recently, the DTC has advised the Provincial People's Committee to issue plans on DTC in the fields of libraries, digitization of cultural heritage, application of technology of Industry 4.0 to develop smart tourism in the province...

In addition, the sector is also focusing on researching and reviewing to develop plans to implement the plans of the Provincial Party Committee and the Provincial People's Committee on implementing Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo to concretize policies and orientations on digital transformation in the sectors of the sector that have been identified with specific tasks, projects and plans to serve as a basis for implementation in the coming time. The key tasks and main solutions on digital transformation implementation of the Culture, Sports and Tourism sector in the past time are aimed at two fundamental goals, which are digital transformation serving state management and organizing career activities.

Regarding state management, the focus of digital transformation is administrative reform. The Department of Culture, Sports and Tourism has identified the goal and motto of digital transformation implementation to serve "people and businesses" better and better. The Department has implemented a project to innovate the implementation of the one-stop, one-stop mechanism in handling administrative procedures (TTHC) online throughout the process, associated with digitizing TTHC records in the electronic environment. Receiving and handling feedback and recommendations related to the sector's fields on the province's hotline 1022 on TTHC is also carried out promptly and effectively. Information and data of the sector are regularly updated periodically on the Binh Duong Province Intelligent Monitoring and Operation Center (IOC).

In 2024, the Department of Culture, Sports and Tourism will continue to invest in upgrading the new version of the document management software and the Department's website with many superior features, ensuring information security and safety, to meet work processing requirements as well as promote the information and communication activities of the industry.

In addition, the "Paperless Office" model has been deployed by the Department of Culture, Sports and Tourism since October 2022, and has brought positive results. Accordingly, 100% of the department's leaders, leaders of specialized departments, and affiliated public service units use personal digital signatures and digital certificates of organizations that have been granted by competent authorities, put into use, helping to facilitate the approval, issuance, and release of electronic documents, minimizing the use of paper documents in the exchange and review. Innovating the content and form of meetings through the design and presentation of video clips, documents integrated with QR codes to serve the organization of conferences.

In addition, specialized software for personnel organization management, inspection, examination, financial planning, capital construction investment, tourism management, etc. have also been deployed. From there, it helps to solve, process work, and share databases between units inside and outside the industry conveniently, quickly and accurately; gradually changing the direction, management and operation methods towards a more "professional" and "modern" direction. As a result, in the past 3 years, the Department of Culture, Sports and Tourism has always achieved high results, being in the Top 1 to Top 3 in the province's administrative reform index and receiving a certificate of merit from the Chairman of the Provincial People's Committee.

According to Mr. Bui Huu Toan, Director of the Department of Culture, Sports and Tourism, taking advantage of and promoting opportunities, identifying difficulties and challenges in the face of the digital transformation trend, is both a goal and a requirement for the culture, sports and tourism sector. In particular, it is necessary to focus on building and implementing very specific tasks and solutions on the basis of clearly identifying people, jobs, responsibilities and completion times, thereby creating a basis for organizing implementation towards changes in management methods and organizing career activities based on the application of digital technology. Especially in the period when Binh Duong is promoting the construction and development of urban areas in the direction of smart, civilized and modern.

The sector also determined that the implementation of digital transformation must be associated with the arrangement of the apparatus to ensure streamlining, efficient, effective and efficient operations to meet the requirements in the new situation. On the basis of closely following the tasks and solutions on digital transformation in the sectors of the sector that have been identified in the programs, plans and projects approved by competent authorities, especially the province's plan on implementing Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo, in the coming time, the sector will focus on promoting the digitization of records, results of handling administrative procedures, reusing data, electronic interconnection and improving efficiency in work processing, applying digital technology in reforming administrative procedures and providing online public services throughout the process, creating the most favorable conditions for people and businesses in accessing and using public services. Along with that, the sector consulted and proposed the Provincial People's Committee to allocate capital to implement projects on equipping smart camera systems for the Provincial Museum and national relics in the province in the period of 2023-2027; applying information technology to deploy the Provincial Digital Museum system; applying information technology to build smart libraries in the period of 2025-2030.

In the coming time, the provincial culture, sports and tourism sector will focus on promoting digital transformation in developing the cultural industry; building and developing high-quality digital cultural products; encouraging and attracting a large community to participate in creating and producing positive, healthy and benevolent digital cultural products in the digital environment; promoting the construction of a database on culture and digital cultural heritages; mobilizing, encouraging and building incentive mechanisms to motivate intellectuals and young people as the pioneers in building digital culture.

At the same time, the industry coordinates to deploy timely measures to handle unhealthy digital cultural phenomena that affect the common values ​​of society, minimizing the negative impacts of digital technology; continue to implement the plan to apply technology of industry 4.0 to develop smart tourism. In particular, increase support for tourist areas, destinations, and tourism businesses to transform digitally towards becoming smart tourist areas and destinations.
