The construction industry needs to make a breakthrough in developing transportation methods.

On the morning of August 5, in Hanoi, the Party Committee of the Ministry of Construction held its first Congress of Delegates for the 2021-2025 term. Prime Minister Pham Minh Chinh attended and delivered a speech directing the congress.

Speaking at the congress, Prime Minister Pham Minh Chinh highly appreciated the outstanding results of the Party Committee of the Ministry of Construction in the past term, especially in terms of progressive institutions; synchronous planning; breakthrough infrastructure; upgraded Party building organization; and pushed back corruption, negativity, and waste.

In particular, the Prime Minister emphasized that with 600,000 billion VND invested in transport in the 2020 - 2025 term (accounting for 24% of total development investment nationwide), transport infrastructure has made breakthroughs in all 5 areas, focusing on completing the target of 3,000km of road from Cao Bang to Ca Mau ; the Long Thanh International Airport project basically meets the schedule, expected to be completed in 2025.

"The construction of highways and airports opens up a huge space for development, followed by urban areas, jobs and livelihoods for people, and service areas. Reality has proven that provinces with good infrastructure have double-digit growth, such as Hai Phong, Quang Ninh, Bac Ninh, etc. Without good infrastructure and good people, investors will not come even if they roll out the red carpet," the Prime Minister emphasized.

In addition, the Prime Minister also pointed out many shortcomings and limitations that need to be overcome, such as: the real estate market is not stable; housing for low-income people has not met the requirements; the potential of sea and waterway transport has not been effectively exploited; urban development is unsustainable due to traffic congestion and environmental pollution; digital transformation is still slow; some mechanisms and policies have not kept up with reality...

Orienting for the 2026 - 2030 term, the Prime Minister requested the Party Committee of the Ministry of Construction to continue to grasp valuable lessons: solidarity and unity; flexible and practical policies; effective state management; promoting decentralization and delegation of power associated with supervision, inspection, and administrative procedure reform.

The Prime Minister also requested that in the coming term, the Party Committee of the Ministry of Construction must continue to identify the work of Party building, improving the leadership capacity, fighting strength of Party committees and organizations at all levels, the quality of Party members, etc. as key tasks. Supervision work must be large-scale, with focused and key inspections, not allowing small shortcomings to become major violations; and strengthening the fight against corruption and negativity.

The Party Committee of the Ministry of Construction needs to identify key solutions for leadership and direction; promote digital transformation, green transformation, and circular economy; perfect the organizational revolution; make breakthroughs in developing transportation methods, developing multimodal connections, reducing logistics costs, increasing the competitiveness of goods; mobilize resources, build incentive policies, promote public-private cooperation, and effectively use available resources.

Accepting the Prime Minister's direction, comrade Tran Hong Minh, Party Secretary and Minister of Construction, affirmed that he will concretize it with actions to apply and implement it in the 2025 - 2030 term.

Minister Tran Hong Minh was appointed to hold the position of Party Secretary of the Ministry of Construction.

At the Congress, the Government Party Committee announced the decisions appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee of the Party Committee of the Ministry of Construction for the 2025-2030 term.

Accordingly, the Party Executive Committee of the Ministry of Construction consists of 39 members; the Standing Committee consists of 13 members. Comrade Tran Hong Minh, Minister of Construction, was appointed to hold the position of Secretary of the Party Committee of the Ministry of Construction; Comrade Nguyen Tuong Van, Deputy Minister of Construction, was appointed to hold the position of Permanent Deputy Secretary of the Party Committee of the Ministry.

Also at the Congress, the Standing Committee of the Government Party Committee appointed the Delegation of the Ministry of Construction Party Committee to attend the 1st Government Party Congress, term 2025-2030, including 18 official delegates and 1 ex-officio delegate.
