Next, the National Assembly discussed the draft Law on Construction (amended) in the plenary session. The Minister of Construction explained and clarified some issues raised by National Assembly deputies.
In the afternoon session, the National Assembly voted to approve the Resolution on the central budget allocation plan for 2026.
Following that, the National Assembly discussed the draft Law on Deposit Insurance (amended) in the plenary session. The Governor of the State Bank of Vietnam explained and clarified some issues raised by National Assembly deputies.
Next, the President presented a proposal requesting the National Assembly to ratify the Agreement in the field of foreign affairs. The Minister of Foreign Affairs, authorized by the Prime Minister, presented the explanatory report on the ratification of the Agreement in the field of foreign affairs as requested by the President.
The Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs presented the Verification Report on the ratification of the Agreement in the field of foreign affairs, as requested by the President.
The National Assembly discussed in the plenary session the proposal to ratify the Agreement in the field of foreign affairs as requested by the President. The Minister of Foreign Affairs explained and clarified some issues raised by National Assembly deputies.
Previously, in the session on November 13th, under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the assembly hall to hear Deputy Prime Minister Le Thanh Long present the Report explaining, receiving feedback, and revising the draft Resolution on the socio-economic development plan for 2026. Following this, the National Assembly voted to approve the Resolution electronically, with the following results: 433 delegates participated in the vote (91.35% of the total number of National Assembly delegates); of which, 429 delegates voted in favor (90.51% of the total number of National Assembly delegates), and 4 delegates abstained (0.84% of the total number of National Assembly delegates).
Next, under the chairmanship of Deputy Speaker of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the plenary session the draft Law on Public Employees (amended).
During the discussion session, 25 National Assembly deputies expressed their opinions, including 3 deputies who engaged in debate. The deputies generally agreed with many contents in the Government's submission and the National Assembly's Law and Justice Committee's verification report. In addition, to further refine the draft Law, the deputies focused their discussions on the following issues: Scope of application; concepts; policies for developing public service units; policies for building and developing the civil servant workforce; principles of civil servant recruitment; principles in the professional activities of civil servants; authority and basis for civil servant recruitment; conditions for applying for civil servant positions; principles and methods of recruitment and management of civil servants; job positions for civil servants; employment contracts for civil servants; labor contracts and service contracts; rights of civil servants to engage in professional activities, sign contracts for professional activities and business; salaries, bonuses and related benefits. The draft law outlines prohibited actions for civil servants; the authority to evaluate civil servants; quality classification and utilization of evaluation and classification results; appeals against evaluation and classification results; rewards, disciplinary actions, dismissal, retirement, and temporary suspension of civil servants; and the application of the Civil Servant Law. Simultaneously, some delegates suggested a thorough review of legislative drafting techniques in the preparation of the draft law.
At the end of the discussion, Minister of Home Affairs Do Thanh Binh gave a speech to explain and clarify some issues raised by National Assembly deputies.
In the afternoon session of the same day, under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the assembly hall to carry out the following tasks: The National Assembly heard Deputy Prime Minister Le Thanh Long present the report explaining, receiving feedback, and revising the draft Resolution on the State Budget Estimate for 2026. Following this, the National Assembly voted to approve the Resolution electronically, with the following results: 420 delegates participated in the vote (88.61% of the total number of National Assembly delegates); of which, 419 delegates voted in favor (88.40% of the total number of National Assembly delegates), and 1 delegate abstained (0.21% of the total number of National Assembly delegates).
Next, the National Assembly discussed the draft Law on E-commerce in the plenary session. During the discussion, 15 National Assembly deputies spoke, and one deputy debated. The deputies generally agreed with many contents in the Government's submission and the verification report of the National Assembly's Economic and Financial Committee. In addition, to refine the draft Law, deputies focused their discussion on the following issues: Scope of application; definitions of terms; basic principles in e-commerce activities; ordering on e-commerce platforms with online ordering functionality; automated contract conclusion on e-commerce platforms; responsibilities of e-commerce platform owners, intermediary e-commerce platforms, social networks operating in e-commerce, e-commerce platforms integrated on multi-service platforms; and electronic platforms in livestreaming sales and direct business activities. The responsibilities of organizations providing affiliate marketing services in e-commerce, payment services, and intermediary payment services supporting e-commerce; the responsibilities of legal entities authorized in Vietnam for intermediary e-commerce platforms, social media platforms in e-commerce activities, and multi-service integration platforms; the responsibilities of sellers on intermediary e-commerce platforms, social media platforms in e-commerce activities, and in livestreaming sales; prohibited acts; human resource development for e-commerce; specific support policies for e-commerce development; and dispute resolution in e-commerce were discussed. Simultaneously, some delegates suggested reviewing existing legal regulations to ensure consistency in the implementation of the Law.
At the end of the discussion, Deputy Prime Minister Bui Thanh Son delivered a speech clarifying some issues raised by National Assembly deputies.
