“No forbidden zones, no exceptions”
Pursuant to Official Dispatch No. 65/CD-TTg dated May 15, 2025 of the Prime Minister on launching a peak period to combat and prevent smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; Directive No. 13/CT-TTg dated May 17, 2025 of the Prime Minister on strengthening the fight against smuggling, trade fraud, and counterfeit goods in the new situation; Official Dispatch No. 3702-CV/TU dated May 20, 2025 of the Nghe An Provincial Party Committee and Official Dispatch No. 315-CV/DU dated May 21, 2025 of the Provincial People's Committee on implementing Directive No. 13/CT-TTg dated May 17, 2025 of the Prime Minister.
In order to proactively control the situation, promptly detect, combat, effectively prevent, limit and repel smuggling, trade fraud of counterfeit goods, goods infringing intellectual property rights in Nghe An province; The Provincial People's Committee issued a peak plan to combat and prevent smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

The peak plan aims to effectively and promptly implement the Prime Minister 's direction in Official Dispatch No. 65/CD-TTg dated May 15, 2025 on launching a peak period to combat and prevent smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights and Directive No. 13/CT-TTg dated May 17, 2025 on strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation; National Steering Committee 389; Provincial Party Committee; Provincial People's Committee Party Committee on the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
At the same time, prevent, limit and repel smuggling, trade fraud, counterfeit goods, and goods that infringe intellectual property rights to protect the legitimate rights and interests of the people and businesses, and protect the security and health of the people.
On that basis, request relevant departments, branches, functional units, People's Committees of districts, cities and towns to thoroughly grasp and seriously implement the direction of the Government , Prime Minister, National Steering Committee 389, Provincial Party Committee, Provincial People's Committee and Provincial Steering Committee 389; proactively organize forces, means and appropriate solutions to effectively carry out the task of combating smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights in the fields and areas under their management and responsibility.
The functional forces proactively and promptly grasp and control the situation of smuggling, trade fraud and counterfeit goods; regularly exchange and share information, coordinate inspection, control, detection, combat, arrest and handle acts of smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights to prevent and repel smuggling activities, illegal transportation of goods across borders and border gates, trade fraud, tax evasion, buying and selling, transporting prohibited goods, smuggled goods, production and trading of counterfeit goods, poor quality goods, goods violating intellectual property rights, etc.
The plan, signed by Vice Chairman of the Provincial People's Committee Phung Thanh Vinh, requires this work to be carried out regularly, continuously, comprehensively, and without stopping with the motto "handling one case, alerting the whole region, the whole field", "no forbidden areas, no exceptions".
Key tasks
Relevant departments, branches, functional forces, People's Committees of districts, cities and towns launch a high-point attack to fight against and repel smuggling, trade fraud, counterfeit goods, copyright infringement, and intellectual property rights infringement in assigned fields and areas of management, and direct the organization and effective implementation.
Proactively grasp the situation, strengthen inspection and control of the area, prevent the emergence of warehouses, yards, transit points for smuggled goods, counterfeit goods, poor quality goods, goods that infringe intellectual property rights and activities that take advantage of the e-commerce environment for smuggling, trade fraud and counterfeit goods; at the same time, strengthen coordination, inspection and control of border routes and inland areas to detect and strictly handle acts of smuggling, trade fraud and counterfeit goods.
Develop and deploy plans to increase forces and means of patrolling and strictly controlling border routes, road, rail and air border gates, trails, openings, and goods gathering areas near the border to prevent smuggling, trade fraud, and illegal transportation of goods into the country, focusing on smuggled goods, counterfeit goods, trade fraud, fraudulent origin, poor quality goods, goods infringing intellectual property rights, conditionally imported goods, and essential goods for consumption.

Strengthening market inspection and control of fake milk, medicine, and health food products to ensure consumer health, focusing on strictly controlling distribution units, supermarkets, shopping malls, agents, e-commerce trading floors, social networking sites, etc., promptly detecting and handling acts of buying, selling, and transporting smuggled goods, counterfeit goods, goods of unknown origin, goods that infringe intellectual property rights, etc.
Promote information and communication activities about the risks and harms of using fake dairy products, medicines, functional foods, traditional medicine, cosmetics, and health protection foods of unknown origin.
Continue to mobilize the masses to actively participate in the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
Propose rewards for collectives and individuals with outstanding achievements in the implementation of the peak plan against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
The Provincial People's Committee also assigned specific tasks to the Department of Industry and Trade; Market Management Department - Standing Agency of the Provincial Steering Committee 389; Provincial Police; Provincial Border Guard Command; Customs Department of Region XI; Special Task Force for Drug Crime Prevention and Control No. 2 - Coast Guard Command; Tax Department of Region X; Department of Health; Department of Agriculture and Environment; Department of Culture, Sports and Tourism; Department of Science and Technology; Department of Construction; Department of Finance; Provincial Radio and Television Station, Nghe An Newspaper; Provincial Vietnam Fatherland Front Committee and its member organizations; People's Committees of districts, cities and towns.
Peak period: From May 26, 2025 to June 15, 2025, after which a preliminary assessment will be conducted.
Previously, the People's Committee of Nghe An province issued Decision No. 1468/QD-UBND dated May 22, 2025 on the establishment of a Working Group of the Chairman of the Provincial People's Committee on the peak of the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights in the province. The Working Group is headed by Chairman of the Provincial People's Committee Le Hong Vinh.
