Suffered many natural disasters
In 2024, Nghe An province faced a complicated natural disaster situation with many extreme weather phenomena such as: 16 cold spells, 2 severe cold spells, 11 severe heat waves, 36 tornadoes, lightning, hail and heavy rain, 3 widespread heavy rains due to the influence of storm circulation No. 3, No. 4 and heavy rain at the end of September...

Natural disasters caused serious damage to people (7 dead, 2 injured), houses (74 collapsed, more than 2,000 roofs blown off) and agricultural production - infrastructure with total estimated economic damage of more than 486 billion VND. In addition, there were 31 accidents and incidents at sea causing 15 deaths, 1 missing person and damage to many watercraft.
However, natural disaster prevention work has been implemented drastically and synchronously in all three stages: prevention - response - recovery. The Command Committee for Natural Disaster Prevention - Search and Rescue at all levels has been strengthened, and prevention and control plans have been fully developed from the provincial to communal levels. The province has invested nearly 1.5 billion VND in equipment for rescue and relief and 449 billion VND in infrastructure items for natural disaster prevention and control.

Nghe An also promotes the application of science and technology such as remote sensing, automation, and digital technology to monitor, forecast, and manage natural disaster prevention work. Propaganda and community education are focused on, especially in high-risk communes, through training courses, drills, and application of natural disaster warning software...
In particular, the “4 on-site” motto has been seriously implemented, helping localities proactively respond promptly and minimize damage. Commune-level disaster prevention and control teams have been established in all 412 communes, wards and towns with nearly 30,000 members, who have received intensive training.

In response, military, police, border guards, medical units, etc. have taken drastic action. Thousands of officers, soldiers and vehicles have been mobilized for rescue work. Calling boats to shore, evacuating people (201 households) and regulating reservoirs in accordance with procedures has helped to significantly reduce damage.

After the disaster, the work of overcoming the consequences and reconstruction was also quickly implemented. The province has allocated over 121 billion VND to support resettlement, production recovery and repair damaged infrastructure. Social security and relief programs through the Fatherland Front and the Red Cross have allocated tens of billions of VND to support the people.
Ready to respond
At the conference, representatives of departments, branches and localities focused on reporting and discussing disaster prevention and control work in 2024 and key tasks in 2025.
Mr. Le Duc Cuong - Deputy Director of the Central Hydrometeorological Station said: From the beginning of 2025 until now, Nghe An province has been affected by 12 cold air waves, 3 cold air waves, 2 hailstorms... In particular, from May, hot weather is likely to increase across the province, storms and tropical depressions are forecast to operate in the East Sea, of which about 2-3 storms will affect Nghe An, concentrated in September and October. A representative of the Provincial Border Guard Command said that in 2024, the unit participated in search and rescue work in the province, mobilizing forces to respond promptly when incidents occur, especially incidents at sea, saving the lives of victims.

The representative of the Department of Construction emphasized that when natural disasters occurred, forces were mobilized to promptly repair landslides, damaged roads and structures, and clear the flow of water, ensuring the earliest possible route to serve the travel needs of the people, as well as the rescue of the authorities. Ban Ve Hydropower Company reported on the work of ensuring stable operation of the reservoir, both to fight drought and reduce flooding for downstream areas during the rainy and stormy season.
The People's Committee of Quynh Luu district proposed that provincial leaders, departments and branches soon complete the sea dyke line across the beach to proactively prevent and combat natural disasters, especially in coastal areas, and have plans to plant new areas of mangrove forests and coastal protection forests. Vinh City leaders said that there are currently 3 black spots in the city for annual flooding, including 72 meter road, Phan Boi Chau road and Pham Dinh Toai road. In addition, there are also high-risk landslide spots along Quyet mountain and Nghi Tan ward...

Concluding the conference, comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee acknowledged the efforts of departments, branches, localities, and forces in disaster prevention, control, and search and rescue in 2024.
Comrade Nguyen Van De emphasized that natural disasters always have complex and unexpected developments, therefore, in 2025, departments, branches and localities need to be ready to respond with the motto "Proactively prevent, promptly respond, urgently and effectively overcome, in which prevention and avoidance are the main priorities".
Units continue to build early warning systems, apply modern technologies to forecast weather, and meet the requirements of natural disaster prevention. Focus maximum resources on building infrastructure, improving resilience when natural disasters occur. At the same time, strengthen drills and training, avoid being passive and surprised, and need to prepare plans for locations, means, and forces to evacuate people when incidents occur.

Invest in technology in the field of natural disaster prevention and control to be able to observe and direct handling when the area is divided.
