Resolution 68: Unprecedented breakthrough in concept and thinking...

Mr. Nguyen Van Than, Chairman of the Vietnam Association of Small and Medium Enterprises, assessed that Resolution 68 of the Politburo on private economic development shows unprecedented breakthroughs in the concept and thinking of private economic development.

Participating in contributing opinions at the Dialogue with enterprises and business associations to effectively implement Resolution 68-NQ/TW of the Politburo on private economic development on May 31, Mr. Nguyen Van Than, Chairman of the Vietnam Association of Small and Medium Enterprises, assessed that Resolution 68 of the Politburo on private economic development shows unprecedented breakthroughs in the concept and thinking of private economic development.

The Resolution sets out specific and drastic goals, tasks and solutions, focusing on core issues to promote the rapid and sustainable development of the private economic sector.

Notably, less than two weeks – exactly 12 days – after the Politburo’s Resolution 68 was issued, the Government promptly issued Resolution 138 on a specific action plan. At the same time, the National Assembly also issued Resolution 198 on specific mechanisms and policies to promote private economic development. This is an unprecedented step forward, demonstrating the determination and synchronization of the Party and State in supporting and developing the private economic sector.

According to Mr. Nguyen Van Than, the current key task is to institutionalize the resolutions into specific mechanisms and policies with high feasibility in practice, in order to create practical results, in line with the established goals.

The Chairman of the Vietnam Association of Small and Medium Enterprises proposed a number of key solutions related to the small and medium enterprise community, focusing on two main groups of issues:

Firstly, the Government needs to urgently develop and specify mechanisms and policies suitable for each group of enterprises according to their scale, including small enterprises, small and medium enterprises, micro enterprises, and especially business households. These policies need to ensure suitability, feasibility and effectiveness in practice, creating favorable conditions for business groups to develop sustainably.

Second, the Government needs to assign specific tasks to the Vietnam Association of Small and Medium Enterprises, and clearly define the Association’s role in coordinating with state agencies. This is to promote the rapid and strong development of the small and medium enterprise community, especially in mobilizing and supporting the transformation from household businesses to enterprise models.

To concretize the resolutions and promote private economic development, the Vietnam Association of Small and Medium Enterprises proposed a number of key solutions to accelerate the process of removing administrative barriers and changing management thinking from prohibition to development creation.

It is necessary to focus on supporting small and medium enterprises to access key resources, including: Land and production and business premises; Preferential finance and credit; Application of science and technology, innovation and digital transformation; Training and development of high-quality human resources.

Regarding the conversion of business households into small and medium-sized enterprises, the Association proposed that the Government develop a specific support policy package, including: Legal support and consultation on conversion procedures; Tax incentives, credit and access to resources to encourage conversion; Strengthening training and improving management capacity for business households.

With the passion and desire to support the conversion of more than 5 million individual business households into enterprise models, as emphasized by the Prime Minister, the Vietnam Association of Small and Medium Enterprises would like to propose some specific solutions such as: Exemption of corporate income tax for the first 3 years after conversion, to reduce financial burden and create motivation for business households; Support costs related to business establishment procedures, such as legal advice and business registration.

In addition, to support business households in managing their finances and complying with tax regulations by the declaration method, we propose that the State provide a free accounting application (app). This application will help business households easily self-declare input, output and pay taxes, thereby reducing the burden on tax authorities in managing more than 5 million business households.

In addition, the Association proposed that the State implement free training programs on business management, accounting, and digital transformation for business households. These programs will help them become familiar with the business model, realize the benefits of transformation, and voluntarily carry out this process without imposition.

We believe that, with specific support policies and a suitable roadmap, the transition from household businesses to enterprises will take place quickly, effectively, and bring practical benefits to both the business community and the national economy.

Regarding support for the community of small and medium-sized enterprises and business households, the Vietnam Association of Small and Medium Enterprises proposed that the Government study specific support mechanisms, such as preferential interest rate policies or credit guarantees, to ensure that small and medium-sized enterprises can access capital at lower costs, thereby improving business efficiency.

The leaders of the Vietnam Association of Small and Medium Enterprises also requested the Prime Minister and the Government to soon issue decisions assigning specific tasks to the Association of Small and Medium Enterprises, and at the same time create favorable conditions in terms of time and resources for us to prepare and effectively implement action programs. This will help the Association promote its role as a bridge between the Government and the business community, contributing to promoting the sustainable development of the small and medium enterprise sector.

At the Seminar, presenting a report on the situation of private economic development, Deputy Minister of Finance Le Tan Can said that Resolution 68/NQ-TW sets out 08 groups of tasks and solutions demonstrating the spirit of innovation, breakthrough, and strong reform, ensuring adherence to 03 strategic breakthroughs (on institutions, human resources, infrastructure) and in the overall 04 important Resolutions of the Politburo that the General Secretary concluded as "The Four Pillars".

To quickly put Resolution 68-NQ/TW of the Politburo and Resolution No. 198/2025/QH15 of the National Assembly into practice, Deputy Minister Le Tan Can suggested focusing on immediately implementing the following tasks:

Ministries, branches and localities urgently develop and issue a Plan to implement Resolution No. 138/NQ-CP and Resolution No. 139/NQ-CP, in which clear tasks with specific deadlines are assigned to implementing units to ensure the 6 clear principles: "Clear people, clear work, clear responsibility, clear authority, clear time, clear results".

Focus resources on implementing assigned tasks to ensure progress, efficiency and quality.

Business associations and enterprises proactively enhance their capacity and operational efficiency, promote their representative role and bridge between the business community and enterprises with state management agencies; promote their role as social critics in policy making. Propagandize and mobilize business people to implement ethical standards and business culture. Proactively propose to participate in business support programs.

Enterprises and business households must operate in accordance with the law, build ethics, business culture, honesty, integrity, and social responsibility; eliminate the "grab and run" and illegal business mindset; innovate business thinking, improve capacity, quality, and qualifications, accumulate knowledge and experience, support each other, unite, and develop together. Large enterprises must strive, pioneer, and lead SMEs. SMEs must have the mindset to develop into medium and large enterprises.
