As a coastal plain district, Nghi Xuan district is located in the Northeast of Ha Tinh province, nearly 50km from the center of Ha Tinh city, adjacent to Vinh city, Nghe An province.

With its back against the majestic Hong Linh mountain range, which according to legend was the former capital of Kinh Duong Vuong in the early days of the country's founding. On one side is the legendary Lam River, on the other side is the immense ocean. Nghi Xuan has 32 km of flat coastline, stretching from Cua Hoi ( Nghe An ) to Melia Vinpearl Ha Tinh (Loc Ha district).

This is also the land that embraces the starting point of the Lam River, when it meets the La River before flowing into the East Sea with the South bank being Nghi Xuan, the North bank being Vinh City - the economic and political center of the Central strip of land. With such a favorable geographical location, Nghi Xuan has a huge advantage to develop industry, services, develop eco-tourism, resorts... By road, there is National Highway 1 and the coastal highway running through, by water there is Xuan Hai port, Xuan Hoi port is bustling with ships, by air, Nghi Xuan is only less than 15 km from Vinh international airport. These are also great advantages in terms of connection in the value chain in the period of industrialization and modernization.

Promoting the strengths of the locality, for a long time, the Party Committee, government and people of Nghi Xuan district have focused on investing in the marine economy, combining tourism and service development with aquaculture and exploitation to grow the economy in a fast, strong and sustainable direction.

In addition to the potential of its geographical location, creating a “space” for development, Nghi Xuan embraces a great “internal strength”, which is culture. Indeed, when mentioning Nghi Xuan, one cannot help but mention the great poet Nguyen Du with his work Truyen Kieu – the “great language” of national literature, and Uy Vien Tuong Cong Nguyen Cong Tru, the geomancer Ta Ao – who was honored by his contemporaries as “The holy master of geography”.

This is also one of the “cradles” of Ca Tru – an art form that captivates audiences. Moreover, Nghi Xuan also has the archaeological site of Phoi Phoi – Bai Coi – a national relic – a place where the Sa Huynh and Dong Son cultures intersect and converge, containing many undiscovered mysteries.

In other words, Nghi Xuan is a "spiritual land, talented people" area, an ideal connection point with tourist destinations and historical sites of both Nghe An and Ha Tinh provinces. The district's goal in 2024 is to highly focus on directing the completion of the goal of building a district that meets advanced rural standards and basically complete the goal of a typical model New Rural District in terms of culture associated with tourism development.

“Sketching” a direction

According to Prof. Dr. Tran Dinh Hoa - Director of the Institute of Water Resources, Nghi Xuan has many factors and conditions in terms of nature, culture, and geopolitics to be able to quickly develop into a region with strong influence not only for Ha Tinh but also for the whole country. Based on the research, he suggested that Nghi Xuan should be planned in the direction of strongly transforming the district's economic development model to develop a green growth economy with an urban model of "cultural origin".

The proposed direction is to take water resources as the center, recreating traditional labor, production and historical cultural activities of the past as a destination for experiential cultural tourism.

Nghi Xuan urban area has “special” strengths: above is Hong mountain, below is Lam river, the terrain is “beautiful mountains and rivers”. This urban area will be a highlight, symmetrical with Vinh city – the cultural, political and tourism center of Nghe An province across Lam river axis.

Currently, Ha Tinh province has a policy to call for investment in building an urban area on Xuan Giang island and the Lam riverside area adjacent to the island. The coastal highway connecting the coastal route from Cua Lo to Nghi Xuan, through Cua Hoi bridge, has created a highlight for the "sketch".

According to the proposal of hydraulic scientists, the locality must take the restoration and upgrading of My Duong fence as the center of the new urban area. Currently, Dong Ken river has been mostly silted up, and in the rainy season it is no longer able to store water for production and flood control.

In the immediate future, Nghi Xuan must restore and expand the river according to the plan to expand the Rao My Duong section (upstream of the river) in the form of both a river (for drainage) and a lake for water storage. With a water storage capacity of about 30 million m3. The entire land of the lake bed is reclaimed to both sides of the river to form cultural and tourist villages.

According to the "sketch", on the left side of the river running along the foot of the mountain, there will be a number of garden houses simulating the life of the people in the mountainous region who make a living by cutting wood and hunting. On the right side of the river, there will be traditional craft villages (growing rice, potatoes, peanuts, etc.); interspersed with the arrangement and reconstruction of traditional cultural areas. Visitors will not only gain more understanding of the unique history and culture of this land, but also experience and participate in traditional farming activities (growing rice, potatoes, peanuts, fishing, etc.) and at the same time enjoy folk cultural forms such as watching traditional festivals (fish praying festival, fishing festival, praying for science ceremony, leading flowers ceremony, etc.), listening to folk songs, etc.; enjoying rustic dishes, etc. Turn this area into cultural tourism villages, resorts following the homestay model.

In particular, it is possible to recreate traditional cultural spaces of the same period as World Cultural Celebrities - Great Poet Nguyen Du; Uy Vien General Nguyen Cong Tru; Geography Saint Ta Ao, etc. following the flow of time to go back in time to the history of the country, to find the cultural roots of the people of Nghe An in the past, as well as the cultural history of Vietnam through the ages.

This is a form of tourism that introduces and seeks the roots of folk culture with great potential for development. Especially, when connected with other famous tourist attractions nearby at famous places in Nghe An, it is believed that it will attract a large number of domestic and international tourists.

This “cultural origin” urban puzzle, together with the puzzle pieces: Xuan An urban area, Xuan Giang island, Cua Hoi cable-stayed bridge and Xuan Thanh tourist area ecosystem with delicious seafood, beautiful beaches, 18-hole golf course… will create a coastal urban appearance that blends with the cultural quintessence of “Hong Song Lam Mountain”, unique features that are difficult to find in any other land.

In addition, with the environment, terrain and microclimate of this region, it is possible to study the soil and water supply system to form areas specializing in growing and processing medicinal plants, famous traditional industries and products to supplement other forms of tourism and economy.
