Research and deploy procedures to assign the competent authority for the railway project connecting Long Thanh Airport

Specifically, in Official Dispatch No. 8886/VPCP-CN (dated September 19, 2025) of the Government Office , Deputy Prime Minister Tran Hong Ha requested the People's Committee of Ho Chi Minh City to urgently receive documents and research results related to the project from the Ministry of Construction, proactively study investment plans so that they can be implemented as soon as conditions are met according to regulations.

The Ministry of Construction urgently completes the adjustment of the railway network planning for the 2021-2030 period, with a vision to 2050, to be completed in October 2025.

Deputy Prime Minister Tran Hong Ha also requested the People's Committee of Ho Chi Minh City and the People's Committee of Dong Nai province, based on the provisions of Clause 1, Article 30 of the Law on Public Investment, to urgently review and research the implementation of necessary procedures (adjusting the provincial planning, reporting to the Provincial People's Council to unify the project's governing body, etc.), and report to the Prime Minister to assign the People's Committee of Ho Chi Minh City as the project's governing body in accordance with the correct order, procedures, and authority.

According to Deputy Prime Minister Tran Hong Ha, the policy of assigning the People's Committee of Ho Chi Minh City to study and implement the Thu Thiem - Long Thanh Railway Project has been oriented in the Project on developing the urban railway network system in Hanoi and Ho Chi Minh City until 2035 approved by the Politburo in Document No. 12766-CV/TW (dated December 27, 2024) of the Central Party Office and the direction of the Prime Minister in Notice No. 43/TB-VPCP (dated February 15, 2025) of the Government Office.

Previously, in Document No. 8290/BXD-KHTC (dated August 13, 2025) sent to Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha, the Ministry of Construction proposed that the Prime Minister assign the People's Committee of Ho Chi Minh City to preside over the work, agreeing with the People's Committee of Dong Nai province to assign the People's Committee of Ho Chi Minh City as the managing agency of the Thu Thiem - Long Thanh Railway Project as a basis for reporting to the Prime Minister for decision to ensure consistency and synchronization in the construction, operation and maximum exploitation of land funds around the project area.

The Thu Thiem - Long Thanh Railway Project is being studied for implementation as an urban railway line, approximately 42km long, designed as a double track, 1,435mm gauge, designed speed of 120km/h with 20 stations, transporting passengers in and out of Ho Chi Minh City, Dong Nai province to Long Thanh Airport. The project has a total preliminary investment of nearly 3.4 billion USD.
