Ho Chi Minh Road Project Management Board prepares a pre-feasibility study report for the investment project of the Eastern Belt Railway - Hanoi.
General Directors of Project Management Boards are responsible for performing the functions and tasks of investors according to legal regulations; responsible for quality, progress and cost.
Project management boards need to work with the Railway Project Management Board and relevant agencies and units to receive all research results that have been conducted, if any, and make the most of them during the research process, prepare project pre-feasibility study reports, and avoid duplication and waste of resources.
According to the railway network planning for the 2021-2030 period, with a vision to 2050, in addition to the 7 existing routes with a length of about 2,440 km, the national railway network by 2030 will deploy 9 new routes with a total length of 2,362 km.
Recently, the Government issued a Resolution of the National Assembly on the investment policy of the North-South high-speed railway project. According to the resolution, the project has a total length of more than 1,540 km, a design speed of 350 km/h. The total land use demand of the project is approximately 10,827 hectares, the total capital is more than 67 billion USD and the National Assembly has approved the investment policy.
It is expected that the project will start construction before December 31, 2026 and be completed in 2035 with state budget capital, arranged in the medium-term public investment plan for about 12 years.

Earlier this month, Prime Minister Pham Minh Chinh also issued a dispatch requesting the completion of site clearance and the preparation of a feasibility study report to start the Lao Cai - Hanoi - Hai Phong railway project on December 19 this year. The project is expected to be completed by 2030 at the latest.
The Lao Cai - Hanoi - Hai Phong railway has a total capital of more than 200,000 billion VND, equivalent to nearly 8.4 billion USD. This railway has a total planned length of more than 460 km, starting at Lao Cai border gate connecting with the Chinese railway and ending at Cai Lan station (Ha Long city, Quang Ninh).
According to the Ministry of Construction's calculations, the estimated budget for implementing the National Assembly's Resolution on piloting a number of specific mechanisms and policies to invest in developing the railway system is up to VND5.5 million billion. Of which, the budget for investing and implementing national railway projects is about VND2.25 million billion; the budget for investing and implementing projects in the urban railway system in Hanoi and Ho Chi Minh City is estimated at VND3.25 million billion.
