Health insurance card for people over 65 years old expires support
On July 2, Mr. Nguyen Van Quang, a relative of patient Le Thi Thu (73 years old, Rach Dua ward, Ho Chi Minh City) went to Vung Tau Hospital to complete procedures to receive health insurance medicine. Here, Mr. Quang was informed that the patient's health insurance card had expired and needed to be purchased a new one for use. The reason was that Ms. Thu was supported 100% of the health insurance premium according to Resolution No. 12/2024/NQ-HDND dated July 17, 2024, stipulating the health insurance card support policy for people aged 65 and over who are permanent residents of Ba Ria - Vung Tau province before. However, from July 1, Ho Chi Minh City came into operation, the above policy also expired.
Coming to Tam Long ward to buy a health insurance card, Mr. Le Van Ba (residing in Tam Long ward, Ho Chi Minh City) said that he has an underlying disease, but when the health insurance card stopped supporting him from July 1, Mr. Ba proactively bought 3 months of health insurance to reduce the burden of medical examination and treatment while waiting for the new policy.
As for Ms. Duong Thi Teo, who sells bread in Long Dien commune, the cost of buying a health insurance card is quite large compared to her meager income. Ms. Duong Thi Teo expressed: “From August 2024, I have been given a free health insurance card by Ba Ria - Vung Tau province to help me conveniently go to the doctor. I hope that when I become a citizen of Ho Chi Minh City, I will continue to receive support.”

According to Social Insurance of Region XXVII, regarding supporting people to participate in voluntary social insurance and family health insurance, from 2020-2024, the People's Council of Ba Ria - Vung Tau province previously issued 4 resolutions and implemented the allocation of support funds.
Specifically, Resolution No. 04/2024/NQ-HDND dated June 25, 2024 stipulates the criteria for establishment, criteria for the number of members of the Security and Order Protection Team; the level of support, compensation, allowances and ensuring operating conditions for the force participating in protecting security and order at the grassroots level in the province (supporting 100% of the cost of issuing health insurance cards and supporting 2/3 of the voluntary social insurance contribution at the lowest level according to the provisions of law) has supported 1,518 people with health insurance with an amount of VND 958,440,600; 1,722 people participating in voluntary social insurance with an amount of more than VND 2.2 billion.
Resolution No. 12/2024/NQ-HDND dated July 17, 2024 stipulating the policy of supporting health insurance cards for people aged 65 and over residing in the province (supporting 100% of the cost of issuing health insurance cards) has supported 50,687 people, with an amount of more than 32 billion VND.
Proposal to support health insurance cards for the elderly
According to Social Insurance Region XXVII, to ensure the rights of local people when implementing the arrangement of provincial-level administrative units and the 2-level local government model, Social Insurance Region XXVII requested the People's Committee of Ba Ria - Vung Tau province to direct departments, branches and relevant agencies and units to continue to complete the transfer of funds to support people participating in voluntary social insurance and provide the above groups of subjects participating in health insurance, including 1,722 people participating in voluntary social insurance with an amount of more than 2.2 billion VND; 52,205 people participating in health insurance with an amount of more than 32 billion VND.
On the other hand, the representative of Social Insurance Region XXVII said that he had proposed that the People's Committee of Ho Chi Minh City submit to the People's Council of Ho Chi Minh City to continue to have policies to support voluntary social insurance and health insurance participants that are most beneficial for people in the three (old) provinces and cities.
In addition, the Social Insurance of Region XXVII recommends that while waiting for the Ho Chi Minh City People's Council to issue a resolution on this issue, people in Ba Ria - Vung Tau province should proactively pay by themselves, continue to participate in the family health insurance group or participate in voluntary social insurance to ensure their rights are continuous. The Social Insurance of Region XXVII and the relevant agencies in Ho Chi Minh City will continue to advise the Ho Chi Minh City People's Committee to submit to the Ho Chi Minh City People's Council on this issue.
