Ninh Giang District People's Council delegates voted to approve the policy of merging Hai Duong province and Hai Phong city.

People are excited

Up to now, the People's Councils of districts, towns and cities in Hai Duong province have held People's Council meetings and unanimously approved the policy of merging Hai Duong province and Hai Phong city. Previously, the People's Councils of communes, wards and towns had met and approved this policy with high consensus. The percentage of voters agreeing with the policy of merging the two provinces and cities in Hai Duong reached over 99%.

After the merger, it is expected that Hai Duong province and Hai Phong city will become a centrally-governed city with a natural area of nearly 3,200 km2 and a population of more than 4.6 million people.

Living in Binh Giang district, a locality quite far from Hai Phong city, Ms. Ha Thi Hong Ngoc (Ha Tien village, Thai Duong commune) is not too worried about the province's merger. "My family and I basically agree with the merger policy, although we may have to travel far to the new administrative center, but the current roads are very convenient, there are many routes connecting Hai Duong - Hai Phong", Ms. Ngoc shared.

Ms. Ngoc is also excited because with the potential and economic scale of the two provinces and cities at present, if merged, they will become a centrally-governed city with an economic scale among the top in the country and strong development.

Having the Party cell secretary come to her house to distribute ballots to collect voters' opinions on the project to merge Hai Duong province and Hai Phong city, Ms. Nguyen Thi Van, born in 1958 in Nghia village, Lai Cach town (Cam Giang), excitedly said: "For the people, the change of provincial administrative boundaries will probably not cause much disruption or impact. I only hope that after the province merger, the new local government will choose and maintain good policies and have many new, practical policies for the people."

Ms. Van was also excited because in the implementation of the arrangement of administrative units at all levels, the leaders of the two provinces listened to the opinions of voters and people. In particular, Hai Duong province and Hai Phong city changed the plan to name new communes and wards associated with historical and cultural values, as desired by the majority of the people.

Ms. Nguyen Thi Thu Huong, a real estate consultant, is also excited about the policy of merging the two provinces and cities and has participated in campaigns to approach the Hai Duong market.

In Hai Phong City, Ms. Nguyen Thi Thu Huong, a person living and working here, also shared her excitement about the province's merger policy.

She is working as a real estate consultant at Trung Tin Real Estate Development and Trading Joint Stock Company (headquartered in Vinhomes Marina urban area, Vinh Niem, Le Chan, Hai Phong city).

"Not only are we excited about the province merger policy, we have also immediately implemented and participated in expansion campaigns and market access in Hai Duong for real estate projects in Hai Phong City. The province merger is expected to be a big push and driving force for the real estate market in the future," said Ms. Huong.

That is also the consensus and expectation of many people of the two provinces and cities before the merger.

Officials and businesses proactively adapt

While people agree and trust, cadres, civil servants, public employees, and workers at agencies and units of Hai Duong province and businesses are also proactively adapting, especially families where both husband and wife are civil servants in the province or with female cadres and public employees.

Ms. Bui Thi Minh Hue, Deputy Chief of Office of the Fatherland Front Committee of Hai Duong province, has a husband working far from home, young children and is ready to adapt to the new situation.

Ms. Bui Thi Minh Hue, Deputy Chief of Office of the Fatherland Front Committee of Hai Duong province, affirmed that merging Hai Duong province and Hai Phong city is a correct policy.

However, when merging, a number of cadres, civil servants and public employees from Hai Duong will have to go to Hai Phong City to work. This is both an opportunity and also poses certain difficulties, especially for female cadres whose husbands work far away and whose children are still young like Ms. Hue.

"Recently, the women have been enthusiastically discussing future plans. In order to be able to take care of work and family matters, we hope that when the new provincial administrative unit comes into operation, there will be practical support policies for cadres, civil servants, and public employees regarding housing, travel, benefits, etc. so that everyone can work with peace of mind. In particular, those departments that can continue to work in Hai Duong province at present will be given attention and arranged to stay," Ms. Hue suggested.

Many businesses in Hai Duong have proactively developed business solutions when merging Hai Duong province and Hai Phong city. In the photo: Ms. Hoang Thi Thuy (Hai Duong city) performs administrative procedures online to avoid much impact when merging provinces.

At this time, some businesses in Hai Duong are also preparing to adapt to the new situation.

Ms. Hoang Thi Thuy in Quang Trung Ward (Hai Duong City) is doing business in orientation and consulting services for labor export and studying in Korea in Hai Duong. At the same time, she also sells cosmetics and skin care products.

In the future, if the province merges, the number of dermatology customers is expected to decrease by about 50% because her customers are mainly civil servants, public employees, people working in state agencies in the province and their relatives. "When the structure of state customers decreases, I will shift my focus to exploiting dermatology customers to the people and businesses in the nearby area. The labor export and study abroad sectors are not expected to be affected much. Currently, I have become familiar with and increased guidance for students to do temporary residence declaration procedures, request online passport issuance so that when merging administrative units and rearranging the apparatus, there will be no need to travel, which will have a big impact," Ms. Thuy shared.

That is just one of the solutions that officials, civil servants, public employees, workers, and businesses in Hai Duong are preparing to implement to adapt if the province merges.

With consensus and unity, people believe that the merger of Hai Duong province and Hai Phong city will be successful, creating development momentum for the locality, thereby improving people's lives.
