According to the License for dumping at sea, the Management Board of the Provincial Economic and Industrial Zones was granted a license to dump 480,808.45m3 of dredged material in the construction area of the breakwater and the shipping channel into Chan May port, part of the Chan May Port Breakwater Project - Phase 2.
The composition of the dredged material is mainly mud (very plastic clay, blue-gray, gray-gray, flowing state) and sand and dust, gray-gray, loose structure. The proportion of mud and clay accounts for 83.7%, sand accounts for 16.3%. The dredged material to be sunk does not contain radioactive substances, toxic substances, hazardous waste exceeding radiation safety standards and environmental technical standards.
The location of the dredged material dumping area is in the sea area of Loc Vinh commune, Phu Loc district. This is a location within the offshore dredging waste dumping area under the provincial management, approved by the Provincial People's Committee in Decision No. 622 dated March 23, 2023.
The sea area used for dumping has an area of 49 hectares, with coordinates shown on the map of the sea area used for dumping attached to the License granted to the Management Board of the Provincial Economic and Industrial Zones, with a depth of use from 30m to 31m calculated from level "0" of the national elevation system.
Means and methods of sinking use scrapers with capacities from 6m3 to 12m3, self-propelled barges of 1,000 tons (capacity of 654m3), tugboats with a capacity of 1,200CV (each barge transports 3 trips/day); average sinking is about 7,879 m3/day, maximum 14,400 m3/day; sinking dredged material by bottom discharge. The time limit for sinking dredged material into the sea is 18 months.
The Provincial People's Committee requires that dumping be carried out only after the sea area is assigned according to legal regulations. Prepare, approve and publicly post the project's environmental management plan in the locality.
In case there are signs of unsafety, incorrect dumping or incorrect composition of dredged material, or loss of volume during transportation of dumping material, or one of the environmental monitoring and supervision parameters exceeds the permitted limit, the dumping activity must be stopped immediately and measures must be taken to minimize environmental impacts and remedy the incident; at the same time, report to the competent state management agency for handling in accordance with the provisions of law.
