In his opening speech, Prime Minister Pham Minh Chinh emphasized that housing security policy is a consistent policy of the Party and State. This policy aims to ensure the right to housing and equal access to housing for all people, especially vulnerable groups.
The Prime Minister noted that it is necessary to fully and correctly understand the scope of beneficiaries of the social housing policy. Not only workers in industrial parks, this policy is also for low-income people, the poor, new graduates, teachers in remote areas, border guards, etc. "Where there is no industry, social housing is still needed because there are still many people with housing difficulties," said the Prime Minister.
In recent times, the Government has focused on directing the removal of institutional bottlenecks and resolutely implementing social housing development tasks. A series of related laws such as the Housing Law, Land Law, and Real Estate Business Law have been amended and supplemented. More than 25 decrees and 22 resolutions have been issued by the Government, along with 12 directives and telegrams from the Prime Minister to create a complete legal corridor.
Notably, on April 3, 2023, the Prime Minister approved the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030". The goal is to complete 100,000 apartments by 2025 and reach at least 1 million apartments by 2030.
According to the Ministry of Construction, to date, the country has planned 1,309 locations with nearly 9,740 hectares of land for social housing. There have been 679 projects with a total scale of more than 623,000 apartments implemented. In the first 5 months of 2025 alone, the country has completed more than 22,600 apartments and started 21 new projects.
However, the implementation still faces many difficulties, mainly due to institutional and administrative procedures. Implementing the Prime Minister's direction at the Conference on March 6, 2025, the Government submitted to the National Assembly for approval Resolution 201/2025/QH15 with many specific mechanisms such as: establishing a National Housing Fund, allowing organizations and enterprises to lease social housing to officials, civil servants and workers; drastically cutting down on administrative procedures, helping to shorten the project implementation time by at least 350 days...
The Prime Minister requested ministries, branches and localities to urgently concretize the Resolution in the spirit of "6 clear": clear people, clear work, clear time, clear responsibility, clear authority and clear results. The Government proposed to review all assigned tasks, clarify which tasks have been done well and which tasks are still slow to promptly promote and ensure the progress of social housing development in the period from now until the end of 2025.
At the meeting, provinces and cities reported to the Government on the results achieved and shared experiences in the implementation process. Some localities admitted that there were still limitations in paying attention to social housing development in the past and how to overcome them in the future.
