The Ministry of Education and Training has stripped a number of universities of their right to self-determine enrollment quotas for five years due to violations in enrollment.
In an official dispatch sent to Ho Chi Minh City University of Agriculture and Forestry in April, the Ministry of Education and Training said that the school would not be allowed to determine its own enrollment quota for the next five years, starting from March 30, 2023, due to its behavior of enrolling students in excess of its capacity.
Similarly, the University of Education - Danang University is also not allowed to determine its own enrollment quota from April 2, 2023.
On June 20, Mr. Pham Nhu Nghe, Deputy Director of the Department of Higher Education, Ministry of Education and Training, said that in addition to the two schools above, there are a number of other schools in this category due to violations of regulations in the previous year's enrollment period. However, Mr. Nghe did not provide a specific number.
During this time, the quotas of the above schools will be determined by the Ministry of Education and Training, then announced for implementation.

According to the revised Law on Higher Education (2018), except for the Pedagogy sector, universities are allowed to determine their own enrollment targets and make them public. However, this must not exceed their training capacity.
For example, each training program of the school can increase the enrollment quota if it meets the following conditions: the number of lecturers per student as prescribed (1/30), the employment rate of graduates is over 80%, and the enrollment results of the previous year are over 80%. If these three criteria are not met, the school is not allowed to increase the enrollment quota. If it fails, the Ministry of Education and Training has the right to impose penalties.
Last year, the Ministry of Education and Training Inspectorate administratively sanctioned 78 universities for exceeding their enrollment targets. Some schools were also disciplined for enrolling students not in accordance with the publicly announced plan.
