Breakthrough opportunities for highereducation in Asia and Europe

Currently, many universities around the world are taking advantage of the opportunity to offer invitations and programs to attract international students who are studying in the US and want to transfer schools.

In the current volatile context, many universities around the world quickly grasp the transfer needs of a segment of international students in the US, and they have made attractive offers.

Osaka University, one of Japan’s top universities, has announced that it will waive tuition fees, provide research scholarships, and provide travel assistance to students, researchers, and scholars who are studying or working at the school. These individuals only need to be studying or working at universities in the US and have a need to transfer.

Kyoto and Tokyo Universities - two other prestigious Japanese universities - are also considering similar programs.

The Hong Kong University of Science and Technology (China) has announced that it will unconditionally accept international students studying at Harvard University, as well as those who have received admission letters to Harvard.

According to the Straits Times (Singapore) news, Ms. Christine Choi - Secretary of Education of Hong Kong (China) - said that the special administrative region government has called on universities to prepare plans to attract talent from many countries around the world.

In addition, schools need to proactively accept students who are affected by the fluctuations in the higher education environment in the US and have a need to enroll in the Fragrant Harbor.

Xi’an Jiaotong University (China) has also extended an invitation to Harvard students. The school is committed to accepting students through a simplified admission process and comprehensive support.

Currently, the administration of US President Donald Trump has sharply cut research budgets poured into the education sector, tightened visa policies for foreign students, especially students from China. At the same time, a plan to impose taxes on elite universities has been mentioned.

On May 22, the US government revoked Harvard's right to recruit international students, but the order was temporarily blocked by a federal court.

Mr. Masaru Ishii, head of the medical school of Osaka University (Japan), commented: "The impact of the new series of policies on American universities is also a common loss for all humanity."

Japan now aims to increase the total number of international students to 400,000 within the next 10 years, from the current figure of around 337,000.

Ms. Jessica Turner, CEO of Quacquarelli Symonds (QS) - a unit specializing in ranking universities worldwide - said many major universities in the world are actively looking for ways to attract international students who are wondering whether to study in the US or not.

In Europe, countries such as Germany, France and Ireland are emerging as ideal destinations. In the Asia-Pacific region, countries such as New Zealand, Singapore, South Korea, Japan and China are gaining increasing attention.

International students consider leaving the US, US students consider studying abroad

Currently, Chinese students are the group most affected by the actions of the US authorities. The US currently has more than 275,000 Chinese students studying at hundreds of universities. This group of students not only brings in a large source of income, but is also a potential workforce in many fields.

According to the US Department of Commerce, international students contributed more than $50 billion to the US economy in 2023. Of the international student population, 54% came from India and China.

However, recent moves by the US government have made international students preparing to study in the US feel worried.

Ms. Dai (25 years old) from Chengdu (China) said that she had planned to go to the US to study for a master's degree but was considering switching to study in the UK.

“The US government’s policies make me confused and worried. I want to prioritize stability to have good mental health during my studies. I might change schools,” said Ms. Dai.

According to Mr. Tom Moon, Deputy Director of Consulting at Oxbridge Applications (UK), a unit specializing in consulting on university applications, said that students in the UK and many European countries are becoming more cautious about universities in the US.

A survey by this unit last week showed that 54% of the company's customers have reduced interest in universities in the US.

Some American students are also shifting their education. Universities UK, which promotes British universities, says the number of American students interested in studying in the UK is growing. But it will take time to determine whether this is a clear and sustainable trend.

According to QS statistics, visits to its US study abroad consulting site have decreased by 17.6% over the past year. Visits from India have decreased by more than 50%.

“The obvious impact on recruitment usually takes six to 18 months, but the reputational damage lasts longer. Uncertain visa policies increase the sense of risk for international students,” Turner said.
