Authorities and people have expressed their agreement with this direction, considering it a necessary step to improve the quality of vehicles participating in traffic.
Request to "tighten" on old and polluting vehicles
It is forecasted that from now until the end of 2025, the demand for vehicle inspection in Dong Nai will continue to increase. From trucks, passenger cars to private cars, all are gathering at inspection centers to complete inspection procedures before the Lunar New Year 2026.

Dong Nai Province Department of Construction said: The whole province currently has 10/10 inspection units operating again, with 20 inspection lines operating continuously, contributing to meeting the needs of travel, trade and economic development. This is a positive signal, affirming the important role of the inspection system in ensuring technical safety and traffic safety and order.
However, there are still many shortcomings, especially the situation of old, degraded vehicles continuing to circulate, causing environmental pollution and potential accident risks. On national highways and urban roads, it is not difficult to see old vehicles emitting thick black smoke, reducing air quality and affecting people's health.
Mr. Nguyen Van Dung (residing in Phuoc Tan ward) shared: Many old trucks run sluggishly, the exhaust fumes are so thick that it makes people on the road "suffocate". Therefore, it is necessary to eliminate vehicles that do not meet emission standards right from the inspection stage, to avoid "slipping through the net" and causing harm to the environment.
Sharing the same view, Ms. Le Thi Hoa (living in Thien Hung commune) said: Many old vehicles are still in operation, making people question the age of the vehicle. Over time, the engine will deteriorate, causing it to be easily damaged and affecting traffic safety. Therefore, the authorities need to conduct stricter inspections, especially with old vehicles and long-distance trucks.
The Traffic Police Department, Dong Nai Provincial Police recommends: People proactively look up "cold fine" violations on official information portals to clearly understand the status of their vehicles. Thereby, violators proactively pay fines, making it more convenient when carrying out vehicle inspection.
To prevent vehicles from being licensed for circulation despite not meeting technical standards, it is necessary to tighten the inspection process and strengthen inspection and supervision. Improving transparency, responsibility and strictly handling violations in vehicle inspection activities are considered key solutions, contributing to ensuring traffic safety and transport order in Dong Nai province.
Perfecting the legal corridor to increase responsibility
In order to overcome shortcomings and violations in vehicle inspection, in October 2025, the Ministry of Public Security and the Ministry of Construction proposed amending and supplementing many legal regulations to more strictly control the inspection of motor vehicles. The focus of the proposals is to clearly define the legal responsibilities of inspection establishments and specify cases where inspection is allowed to be refused, thereby improving transparency, responsibility and safety in this field.
According to the Draft Amendment to the Law on Road Traffic Order and Safety in 2025, the Ministry of Public Security proposes that the inspection facility will be directly responsible for the results of the technical safety and environmental protection inspection of the vehicle. Cases of refusal of inspection include: the vehicle has incorrect or different information between the registration certificate, license plate and the actual vehicle; the vehicle has not completed the handling of administrative violations; or when requested by the prosecution agency.
At the same time, in the Draft Circular amending and supplementing a number of articles of circulars in the field of road inspection, the Ministry of Construction proposed to supplement regulations related to the order and procedures for re-issuing certificates and inspection stamps prescribed in Circular 47/2024/TT-BGTVT dated November 15, 2025 of the Ministry of Transport (now the Ministry of Construction) stipulating the order and procedures for inspection, exemption from first inspection for motor vehicles and specialized motorbikes; the order and procedures for certifying technical safety and environmental protection for modified motor vehicles and modified specialized motorbikes; the order and procedures for inspection of exhaust emissions of motorbikes and motorbikes. Accordingly, the Ministry of Construction proposed to supplement regulations that vehicles that are refused inspection will not be re-issued certificates or inspection stamps if they are lost or damaged, in order to prevent fraud, falsification of documents or intentional "circumvention of the law" to circulate.
Mr. Nguyen Van Linh, Deputy Director in charge of the 60-04D Motor Vehicle Inspection Center (Long Binh Ward), said: “Tightening regulations is necessary to increase deterrence and responsibility. When inspection facilities are clearly held legally responsible, all procedures will be more serious and objective, reducing negativity; at the same time, creating a foundation for a professional, transparent and sustainable inspection system.”
Ms. Nguyen Thi Bao Ngoc (residing in Tran Bien ward) expressed: "I support tightening vehicle inspection, especially for polluting vehicles. However, the State also needs to have policies to encourage people to switch to green vehicles such as electric vehicles and vehicles that meet emission standards, through tax incentives and other types of fees."
Completing the legal corridor in parallel with the policy of encouraging environmentally friendly vehicles is considered an important step for the vehicle inspection system in Dong Nai and the whole country to operate transparently and safely, contributing to building a green, civilized and modern traffic system.
