Early urban planning to adapt to climate change
Speaking at the discussion, delegate To Ai Vang (Can Tho) said that in recent years, the world and even our country have witnessed many terrible storms and floods, not only causing heavy damage to property but also human lives.
According to the delegate, our Party and State have paid great attention to and directed the improvement of institutions and the implementation of many solutions to improve resilience and minimize damage caused by natural disasters.
She said that climate change has had, is having, and will continue to have a huge impact on all six key economic regions of the country, each region is affected differently, but in general, natural disasters are increasing with more severity.
In the rainy season, there are storms and floods; in the dry season, there are droughts, saltwater intrusion, and rising sea levels, directly threatening people's lives and production and business activities of enterprises, according to delegate To Ai Vang.

Delegates said that in the 2026-2030 period, the Government plans to prioritize about 3,000 strategic infrastructure projects that will turn the situation around.
However, in the face of the devastation caused by natural disasters that have affected and damaged transport infrastructure, delegates proposed that the Government direct a comprehensive review and assessment of the transport infrastructure situation in localities that suffered heavy damage caused by storms and floods, and promptly have a plan to supplement the budget to support localities in restoring and improving transport infrastructure.
"This is the most important and necessary issue today," the delegate emphasized.
Along with that, Ms. Vang also proposed that the Government shorten the tax refund period, have a policy to exempt or reduce VAT, to create conditions for businesses to purchase and temporarily store rice, support farmers, and stabilize rice prices.
According to Ms. Vang, the whole country has about 900 urban areas, of which about 50 are heavily affected by climate change, typically Hanoi, Thai Nguyen, Hue and provinces in the Mekong Delta.
Delegates said that many cities are "almost overloaded in terms of resilience to natural disasters and climate change", seriously affecting people's lives and property and hindering socio-economic development.
Therefore, Ms. Vang recommended that the Government soon plan urban areas to adapt to climate change, focusing on the resilience of urban areas for sustainable development.

Discussing at the hall, delegate Tran Hoang Ngan (HCMC) said that during the past term, we have overcome many difficulties and challenges and achieved important results.

According to Mr. Ngan, in the report, the Government recognized that there are still many shortcomings and limitations, especially in areas such as environment, traffic infrastructure, clean water, business development, the lives of a segment of people are still difficult, and the economic structure has shifted but has not met expectations.
The delegate expressed agreement with the GDP growth target of over 10% in 2026 and said that although it is a high target, it is reasonable.
According to Mr. Ngan, along with economic growth, we need to pay special attention to environmental issues, culture, health, education and improving the quality and happiness of people's lives.
"In recent days, we have been heartbroken to see people in many localities struggling with the effects of natural disasters and floods. Many localities have been severely affected by natural disasters and floods," Mr. Ngan said, while also requesting the Government to soon submit to the National Assembly an emergency financial package and increase budget spending beyond the estimate.
According to Mr. Ngan, because the current deficit ratio is only about 3.2% of GDP, lower than the planned level of 3.6%, there is still room for implementation to overcome the consequences of natural disasters, restore damaged infrastructure, ensure social security, and bring happiness to the people.
