On September 27, the Department of Education and Training of Thanh Hoa province sent a document to the Chairmen of the People's Committees of communes and wards in the province regarding response to storm Bualoi (storm No. 10).
Thanh Hoa Department of Education and Training requested localities to develop plans to ensure safety for students, teachers and education managers, in order to minimize damage caused by storms.
In addition, localities need to notify all preschool and primary school students to stay home on September 29 (Monday) to ensure safety.
From September 30, educational institutions will proactively monitor the storm's developments and post-storm circulation, report to the People's Committees of communes, wards and the Department of Education and Training to decide whether to let students stay home from school (if deemed necessary).

Educational institutions need to review, inspect and consolidate school facilities, especially at remote schools in remote areas, where there is a high risk of landslides and flooding; move assets, machinery, equipment, desks, chairs, and records to safe places.
Thanh Hoa Department of Education and Training also requested educational establishments to be ready to receive people taking shelter from the storm; promptly repair damage and clean up schools and classrooms immediately after the storm passes.
On the same day, in Ha Tinh, before the rapid developments of storm No. 10, Mr. Vo Trong Hai, Chairman of the Provincial People's Committee, directed the Chairman of the Commune People's Committee to decide to let students stay home from school based on the storm and flood situation in the area to ensure safety.
The Chairman of Ha Tinh province also requested the Department of Education and Training to deploy work to ensure safety for personnel, equipment and infrastructure under the management of the sector, in order to limit damage and not affect teaching and learning in schools.
Previously, at a meeting on storm prevention for Bualoi, held on the afternoon of September 26, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep suggested that localities consider allowing students to take a day off on Monday morning (September 29) to ensure absolute safety when the storm makes landfall.
According to the National Center for Hydro-Meteorological Forecasting, around the morning of September 28, the storm will move into the central sea and around the evening to the night of September 28, make landfall in the Nghe An - Northern Quang Tri area. The wide storm circulation and strong winds will directly affect the coastal provinces/cities in the Northeast, the North Central provinces from Thanh Hoa to Hue city.
This is a very strong storm, with forecasted strong winds on land potentially equivalent to or greater than storm No. 5 (Kajiki) in 2025 making landfall in Ha Tinh (storm No. 5 caused strong winds of level 8-10, gusting to level 12 in the Nghe An - Ha Tinh area).
From the afternoon of September 28, on land from Thanh Hoa to Northern Quang Tri, winds gradually increased to level 6-7, then increased to level 8-9, near the storm's eye level 10-12 (wind force can knock down trees, houses, electric poles, causing very heavy damage), gusting to level 14; coastal areas from Quang Ninh to Ninh Binh, from Southern Quang Tri to Hue city, winds gradually increased to level 6-7 (trees shake, difficult to go against the wind), gusting to level 8-9.
