Implementing the Geneva Agreement signed on July 20, 1954 on the cessation of war, restoration of peace, and official end of the French colonial regime in Indochina, the Hon Gai and Cam Pha special zones, Quang Yen province, and Hai Phong were located in the 300-day assembly area of the French army. On April 25, 1955, the assembly period expired, the French army had to withdraw all troops, handing over the 300-day assembly area to our Government. This means that April 25, 1955 was the day we officially took over the Mining Area, ending more than 70 years of French colonial rule, invasion, and coal mining in Quang Ninh. Units of the 3rd Republican Guard Corps (La 3e légion de marche de Garde républicains) were the last French units to withdraw from Hon Gai on April 25, 1955. Wherever the French army withdrew, our troops took over. Our army came to take over the Column 5 Power Plant. Police officers took over the headquarters of the Hon Gai Police - Gendarmerie Department. Vietnamese reporters witnessed French troops disembarking from ships leaving Hongay. The people of Hon Gai happily welcomed the army to take over. Fishermen flocked to Bai Chay wharf to joyfully welcome the takeover troops. Officers from both Vietnam and France discussed ensuring security in Cam Pha. The convoy of the International Control Commission entered to witness the handover of Cam Pha between the two sides. Our troops entered to take over Cam Pha using Molotova tanks. International and Vietnamese journalists were present to report on the Vietnamese Government 's takeover of Cam Pha from the French. On April 25, 1955, immediately after the takeover, the Hong Quang Military Region Committee introduced itself to the people of Hon Gai town in a solemn rally held at Hon Gai Stadium.
