Implementing the Geneva Agreement signed on July 20, 1954 on the cessation of war, restoration of peace, and official end of the French colonial regime in Indochina, the Hon Gai and Cam Pha special zones, Quang Yen province, and Hai Phong were located in the 300-day assembly area of ​​the French army.
