1. Conditions for receiving one-time social insurance benefits in 2024
1.1. Conditions for receiving one-time social insurance benefits for employees participating in compulsory social insurance
Employees specified in Clause 1, Article 2 of the Law on Social Insurance 2014 who have a request are entitled to receive one-time social insurance if they fall into one of the following cases:
- Reaching retirement age as prescribed in Clauses 1, 2 and 4, Article 54 of the Law on Social Insurance 2014 but has not paid social insurance for 20 years; or
Reaching retirement age as prescribed in Clause 3, Article 54 of the Law on Social Insurance 2014 but not having paid social insurance for 15 years and not continuing to participate in voluntary social insurance;
- Go abroad to settle down;
- People who are suffering from one of the life-threatening diseases such as cancer, paralysis, cirrhosis, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS and other diseases as prescribed by the Ministry of Health ;
In addition, people with diseases and disabilities that reduce their ability to work by 81% or more and cannot control or perform daily personal activities on their own and need someone to monitor, assist, and care for them are fully entitled to one-time social insurance.
- In case the following employees are demobilized, discharged, or quit their jobs but are not eligible for pension:
+ Officers and professional soldiers of the people's army; professional officers and non-commissioned officers; officers and technical non-commissioned officers of the people's police; people doing cryptographic work receiving salaries as soldiers;
+ Non-commissioned officers and soldiers of the people's army; non-commissioned officers and soldiers of the people's police serving for a limited period of time; military, police and cryptographic students currently studying are entitled to living expenses.

1.2. Conditions for receiving one-time social insurance benefits for employees participating in voluntary social insurance
Employees specified in Clause 4, Article 2 of the Law on Social Insurance 2014 who have a request are entitled to receive one-time social insurance if they fall into one of the following cases:
- Meet the age requirement as prescribed in Point a, Clause 1, Article 73 of the Law on Social Insurance 2014 but have not paid social insurance for 20 years and do not continue to participate in social insurance;
- Go abroad to settle down;
- People who are suffering from one of the life-threatening diseases such as cancer, paralysis, cirrhosis, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS and other diseases as prescribed by the Ministry of Health .
In addition, people with diseases and disabilities that reduce their ability to work by 81% or more and cannot control or perform daily personal activities on their own and need someone to monitor, assist, and care for them are fully entitled to one-time social insurance.

2. One-time social insurance benefit level in 2024
2.1. One-time social insurance benefit level for employees participating in compulsory social insurance
The one-time social insurance benefit is calculated based on the number of years of social insurance contributions, each year is calculated as follows:
- 1.5 months of average monthly salary for social insurance contributions for years before 2014;
- 02 months of average monthly salary for social insurance contributions for years from 2014 onwards;
- In case the social insurance payment period is less than one year, the social insurance benefit is equal to the amount paid, the maximum level is equal to 02 months of the average monthly salary for social insurance payment.
Note:
- The one-time social insurance benefit above does not include the amount of money the State supports for voluntary social insurance payment, except in cases where the social insurance payment period is less than one year, the social insurance benefit is equal to the amount paid, the maximum level is equal to 02 months of the average monthly salary for social insurance payment.
- The one-time social insurance benefit level of employees with less than one year of compulsory social insurance payment is calculated at 22% of the monthly salary levels for which social insurance has been paid, the maximum level is equal to 02 months of the average monthly salary level for which social insurance has been paid.
- When calculating the one-time social insurance benefit in case the social insurance payment period has odd months, from 01 month to 06 months is counted as half a year, from 07 months to 11 months is counted as one year.
In case before January 1, 2014, if the social insurance payment period has odd months, those odd months will be transferred to the social insurance payment period from January 1, 2014 onwards to serve as the basis for calculating one-time social insurance benefits.

2.2. One-time social insurance benefit level for employees participating in voluntary social insurance
The one-time social insurance benefit is calculated based on the number of years of social insurance contributions, each year is calculated as follows:
- 1.5 months of average monthly income for social insurance contributions for years before 2014;
- 02 months of average monthly income for social insurance contributions for years from 2014 onwards;
- In case the social insurance payment period is less than one year, the social insurance benefit is equal to the amount paid, the maximum is equal to 02 months of the average monthly income for social insurance payment.
Note: The one-time social insurance benefit level of the subject supported by the State does not include the amount of money the State supports for voluntary social insurance payment, except in cases where the social insurance payment period is less than one year, the social insurance benefit level is equal to the amount paid, the maximum level is equal to 02 months of the average monthly income for social insurance payment.

3. Application for one-time social insurance benefit in 2024
One-time social insurance benefit file includes:
- Original Social Insurance Book.
- Original Application Form (Form No. 14-HSB).
- For those who go abroad to settle, they must submit a copy of the Certificate of the competent authority on the renunciation of Vietnamese nationality or a certified or notarized Vietnamese translation of one of the following documents:
+ Passport issued by foreign country.
+ Visa issued by a competent foreign authority confirming permission to enter for the purpose of settling abroad.
+ Documents confirming the application for foreign nationality; confirmation documents or permanent residence cards or residence cards with a validity of 05 years or more issued by a competent foreign authority.
- In case of suffering from life-threatening diseases such as: Cancer, paralysis, cirrhosis, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS stage, there must be an additional copy/summary of the medical record showing the inability to take care of oneself; if suffering from other diseases, there must be a Record of assessment of the level of reduction of 81% or more of working capacity by the Medical Assessment Council showing the inability to take care of oneself.
- In case of payment of appraisal fee, there must be an invoice and receipt of appraisal fee collection along with the original list of appraisal contents of the appraisal facility.
- Original copy of Personal Declaration on time and area of service in the Army with regional allowance (Form No. 04B - HBQP issued with Circular 136/2020/TT-BQP dated October 29, 2020) for those who served in the Army before January 1, 2007 in an area with regional allowance, the social insurance book code does not fully show the information used as a basis for calculating the regional allowance.
Note: In case the original is not clearly specified, a valid copy may be submitted.

4. Procedures for receiving one-time social insurance benefits in 2024
Procedures for receiving one-time social insurance benefits in 2024 are as follows:
Step 1. Submit application
Employees pay to the Social Insurance agency where they reside in one of the following forms:
- Via electronic transactions: Employees register to receive an authentication code and send electronic records to the Vietnam Social Security Electronic Information Portal or via the I-VAN Organization (if they have registered to use the I-VAN service); in case they do not convert paper records to electronic format, they must send all paper records to the Social Security agency via the public postal service;
- Through public postal services;
- Directly at the Social Insurance agency.
Step 2. The Social Insurance Agency receives the application and processes it according to regulations.
Step 3. Get results, including:
- Related documents: according to the registered form (Directly at the Social Insurance agency or via public postal service or via electronic transaction);
- Allowance:
+ Directly at the Social Security agency or through public postal services or through personal accounts;
+ In case of authorizing another person to receive on your behalf, follow the regulations in the procedure "authorizing to receive social insurance and unemployment benefits" or the original Authorization Contract as prescribed by law.
