For many days now, in the evenings, Mr. Nguyen Van Ban, Head of the Security and Order Protection Team in Kim Chue village, An Duc commune (Ninh Giang) and the police force and organizations have been "going to every alley, knocking on every door" to guide people to participate in giving opinions on amending the Constitution via the VNeID application.
Mr. Ban worked as a police officer for many years and then joined the Village Security and Order Protection Team. He is always close to the people, stays close to the area, actively supports the regular police force to ensure security and order, contributing to keeping the village peaceful. In 2024, Mr. Ban was honored to receive a certificate of merit from the Provincial Police Department for his outstanding achievements in the movement of the whole people to protect the security of the Fatherland.
He was very happy and excited when the force participating in protecting security and order at the grassroots level was supported with 100% of health insurance premiums and part of social insurance premiums.
“For more than ten years now, I have been buying health insurance myself to prepare for illness. With this support from the province, I am happy because I have saved some money, and I feel secure and excited that my small contributions have been recognized by the Party and the State,” Mr. Ban shared.
Tan Quang commune currently has 3 security and order protection teams in all villages, the members are all between 50 and 60 years old. The teams are present at many local events, activities, and jobs, especially coordinating patrols and controls at night. This force does not mind day or night, difficulties, hardships, and dangers to carry out its tasks. Therefore, the policy of supporting health insurance cards and social insurance for these members is very meaningful.
Proposal to increase social insurance support level

The force participating in ensuring security and order at the grassroots level of Hai Duong was launched on July 1, 2024 with more than 1,300 teams and more than 4,200 members. Since its inception, the force has had many achievements that have contributed significantly to maintaining security and order at the grassroots level. Members participating in the core teams are taken from the civil defense force, part-time commune police, and former civil defense teams.
The People's Council of Hai Duong province issued Resolution No. 30/2024/NQ-HDND dated December 11, 2024 stipulating the level of support and compensation for members of the Security and Order Protection Team in Hai Duong province.
Accordingly, 100% of the family health insurance premium will be supported for the first person participating in health insurance; 30% of the monthly voluntary social insurance premium will be supported according to the poverty line in rural areas.
Mr. Vu Ngoc Huy, Head of the Security and Order Protection Team of Tan Quang village, Quang Khai commune (Tu Ky) said that since receiving partial support for social insurance contributions, he has participated to receive a salary when he retires, reducing the burden on his children. "This is also a great source of encouragement, motivating me to be more committed and responsible for my work," said Mr. Huy.
However, despite partial financial support, there are still people who have not participated in social insurance.
According to Mr. Do Van Luyen, a member of the security and order protection force at the grassroots level in Ung Hoe commune (Ninh Giang), most of the members of the group are over 50 years old and want to stay long-term and take responsibility for their work. “The social insurance contribution support for members is still low, so many people are not eligible to participate. We hope that in the coming time, the authorities will pay attention to increasing the support level for voluntary social insurance contributions,” Mr. Luyen suggested.
This is also the common wish of many members of the security and order protection force at the grassroots level.
