Ninh Binh aims for modern education, comprehensive human development

On May 28, the Party Committee of the Department of Education and Training of Ninh Binh province held the 10th Congress for the 2025-2030 term. This is a model Congress of the grassroots Party organization under the People's Committee of Ninh Binh province.

Speaking at the opening of the Congress, comrade Phan Thanh Cong, Director of the Department of Education and Training of Ninh Binh province, emphasized that the Congress is a political event of special importance to the Party Committee and education sector of Ninh Binh province at present and after the merger of the three provinces.

The preparation process for the Congress saw close and effective coordination between the three Party Committees of the Departmentof Education and Training of Ninh Binh, Nam Dinh and Ha Nam provinces in drafting the Congress documents; especially in determining the overall direction, targets, tasks and solutions for the 2025-2030 term for Ninh Binh province after the merger with many cultural identities, a long history and tradition of studiousness, potential and space, and new development space.

Looking back at the 2020-2025 term: Imprints and pride

In the 2020-2025 term, the Party Committee of the Department of Education and Training of Ninh Binh province has promoted the spirit of solidarity, innovation, creativity, and flexibility in leadership and direction and achieved comprehensive results.

Notably, the targets of the Resolution of the 9th Party Congress of the Department for the 2020-2025 term have been completed and exceeded. The network of educational facilities has been planned and arranged to meet the development requirements and needs of the people. Facilities and equipment have been enhanced in a modern and synchronous direction. The rate of schools meeting national standards and solid classrooms has exceeded the target.

The management and teaching staff are given attention in terms of quantity, structure and professional capacity. The quality of comprehensive education and key education has been raised steadily to the top of the country; the quality of key education has made great strides. Many Ninh Binh students have registered for regional and international intellectual playgrounds.

In particular, during the Covid-19 pandemic, students in Ninh Binh province have always been able to go to school, almost never having to miss school, ensuring the safety of students and teachers. This is a great success in the epidemic prevention and control work of the province as well as the industry.

With the achieved results, the Provincial Department of Education and Training was awarded the First Class Independence Medal by the President and continuously received noble titles and rewards at all levels.

Direction for the 2025-2030 term

At the Congress, Comrade Pham Quang Ngoc, Chairman of the Ninh Binh Provincial People's Committee, suggested a number of orientational issues for the Congress to organize and implement in the coming time, especially paying attention to building the education system of Ninh Binh province at present and of Ninh Binh province after the merger, arranging it to have its own identity based on the common cultural and historical traditions of the three provinces; closely combining modern knowledge education with traditional values, comprehensively developing learners and creating quality human resources, with sufficient courage, intelligence, health, qualifications and high skills, meeting the requirements of breakthrough development of Ninh Binh in the new period.

Comrade Pham Quang Ngoc emphasized that the three provinces of Ha Nam, Nam Dinh, and Ninh Binh in the Red River Delta are all ancient lands with a rich history and culture, and especially a tradition of culture, love of learning, and patriotism that stands out in the history of the nation; in building and developing the homeland and the country; a land of "spiritual land and talented people", once the center of Confucianism and Vietnamese philosophy.

In addition, it is necessary to focus on stronger and more substantial digital transformation throughout the industry; from education administration to smart classrooms; systematizing all industry management data, building open databases, connecting seamlessly from the Department to schools; applying artificial intelligence and digital platforms to support teaching, student management, and assessment management in schools.

Improve the quality of the teaching staff, consider people as the center of innovation; pay attention to creating space and environment for staff and teachers to be creative. Do better in building a strong Party Committee and Department.

In a democratic and objective spirit, the Congress elected the 10th Party Executive Committee of the Department of Education and Training for the 2025-2030 term, consisting of 9 comrades; appointed comrade Phan Thanh Cong, Director of the Department of Education and Training of Ninh Binh province, to hold the position of Party Secretary for the 2025-2030 term. The Congress also elected 2 comrades to attend the 1st Congress of the Party Committee of the Ninh Binh Provincial People's Committee for the 2025-2030 term.
