Efforts to complete disbursement of capital for national target programs

Comrade Bui Van Tinh, Chairman of Tan Lac District People's Committee, said: In 2025, the total capital for implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas in the district is more than 88.8 billion VND. By March 31, 2025, only 2.9 billion VND had been disbursed, reaching 4.34%. The total capital for implementing the National Target Program on new rural construction in 2025 of the district is over 24.7 billion VND. To date, the investment preparation procedures for 25/25 newly started projects have been completed. Determining the importance and urgency of the task, Party committees, authorities and localities in the district have been implementing a series of synchronous and drastic solutions. Meetings are held regularly with higher frequency, focusing on reviewing the progress of each program and project, clearly identifying difficulties and obstacles and proposing timely solutions.

Comrade Hoang Thi Thu Hang, Vice Chairman of Lac Thuy District People's Committee shared: In the 2 years of 2024 - 2025, the district was assigned over 9 billion VND of investment capital from the National Target Program on New Rural Construction. As of April 8, 2025, over 6 billion VND had been disbursed, reaching 66% of the plan. For the National Target Program on Sustainable Poverty Reduction, disbursement achieved high results. For the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas, the total investment capital assigned was nearly 17 billion VND, by the end of March 2025, over 15 billion VND had been disbursed, reaching 88.7% of the plan. The highlight in the effort to "reach the finish line" this time is the strengthening of inter-sectoral and inter-level coordination. Departments, branches and sectors in charge of programs and projects proactively work with localities and related units to resolve administrative procedures, speed up capital disbursement, and ensure resources are allocated and used effectively. The work of checking, monitoring the progress and quality of programs and projects is also given special attention. Inter-sectoral working groups regularly go to the grassroots to grasp the actual situation, thereby making adjustments and giving directions to ensure that programs and projects achieve their set goals.

According to Mr. Bui Huyen, Vice Chairman of Yen Thuy District People's Committee, in addition to focusing on progress, the district pays special attention to the quality and actual effectiveness of programs and projects. The ultimate goal is to bring positive and sustainable changes to people's lives. Infrastructure investment projects must ensure quality, support policies must reach the right subjects, and promote practical effectiveness.

It can be said that the active participation of the people is also an important factor contributing to the success of programs and projects in the National Target Programs. Through community meetings and communication channels, people are provided with full information about the goals, content and progress of programs and projects.

Comrade Dinh Cong Su, Vice Chairman of the Provincial People's Committee, said: Every dong of capital disbursed in a timely manner is a brick to build decent houses for the poor, a convenient road connecting disadvantaged rural areas, a better learning opportunity for ethnic minority children, a resource to develop sustainable economic models in rural areas... Delays in disbursement mean prolonging the difficulties and disadvantages of the people, reducing people's trust in the effectiveness of the Party and State's policies and guidelines. Therefore, accelerating the disbursement progress, ensuring that capital is used for the right purposes, effectively and transparently should be considered a key and urgent political task. There should be specific and practical solutions to remove bottlenecks, unclog capital flows, and at the same time strengthen inspection and supervision to prevent loss and waste. The practical benefits of the people are the highest measure of the success of the National Target Programs.
