Efforts to overcome difficulties in building new rural areas

In recent years, the construction of new rural areas in Dan Thuong commune, Ha Hoa district has faced many difficulties and challenges. However, the Party Committee, government and people of the commune have made efforts to overcome difficulties, gradually completing 15/19 criteria for new rural construction, striving to complete 2 more criteria in 2024.

The internal road from zone 5 to zone 8, Dan Thuong commune, is paved, creating favorable conditions for production and travel of people.

It is known that, to implement the new rural construction, the Commune People's Committee has focused on leading and directing economic development associated with the implementation of criteria. In particular, focusing on developing agricultural production in the direction of goods, innovating the structure of crops and livestock with high economic value. Continuing to direct residential areas to use alluvial land along the river, low-income crop areas to implement biomass corn planting according to the project of the District People's Committee.

Encourage mushroom and banana growing models for export. Regularly review the criteria for new rural areas, organize training and propaganda on new rural areas at conferences of the People's Committee of the commune and residential areas and through the commune's loudspeaker system.

Mobilize people to donate land to build and expand rural roads; actively renovate houses, fences, clean village roads and alleys to contribute to creating environmental landscape.

Up to now, Dan Thuong commune has achieved 15/19 criteria to meet new rural standards, in which many criteria are achieved at high levels such as: 100% of communal roads and roads from the commune center to district roads are asphalted or hardened; over 80% of village roads and inter-village roads are hardened, 100% of main intra-field roads ensure convenient transportation of goods. Current average income per capita reaches over 45 million VND/person/year; striving to reach 50 million VND/person/year by the end of 2024.

However, out of 19 criteria for new rural construction, Dan Thuong commune has not yet met 4 criteria: Standard schools, residential housing; Production organization and rural economic development; Environment.

Comrade Vu Xuan Huong - Chairman of Dan Thuong Commune People's Committee said: As a commune with a large area of ​​nearly 2,000 hectares, it faces many difficulties in managing and collecting waste. In addition, due to the depletion of groundwater resources, the commune is far from the district center, so there is a shortage of clean water. In the commune, people mainly do agriculture or work far away, the annual budget revenue is not high, making it difficult to implement the criteria for new rural construction.

In particular, regarding the school criteria, before merging the communes of Dan Thuong, Dan Ha, Lien Phuong, Hau Bong into Dan Thuong commune, the 4 communes had 10 schools including: 4 primary schools, 4 kindergartens and 2 secondary schools. Currently, after the merger, the commune has 2 kindergartens, 2 primary schools and 1 secondary school with 8 school locations, but only 1 primary school and 1 kindergarten meet the standards, only 20% of schools at all levels meet the national standards (criteria of 70% of schools at all levels meeting the national standards). The commune is building a secondary school that meets the national standards.

Dan Thuong Commune One-Stop-Shop Department guides people in carrying out administrative procedures.

To promote the achieved results and overcome difficulties in building new rural areas, in 2024, the People's Committee of Dan Thuong commune will continue to assign responsibilities to members of the Steering Committee for New Rural Development to closely follow the grassroots level and help residential areas complete projects and works that have been started such as: Building inter-village roads and intra-field canals. Mobilizing people to actively work in production, develop occupations, improve living standards and increase income.

Implement administrative reform well according to the "One-stop shop" mechanism in accordance with the correct procedures and authority. Improve the management, operation, direction and implementation capacity of the government and leaders to successfully complete the tasks of socio-economic development, national defense and security in 2024, associated with taking care of the material and spiritual life of the people. Strive by the end of 2024, the whole commune will have 2 more residential areas meeting new rural standards (areas 6 and 7); the commune will achieve 2 more new rural criteria.
