Over the years, the construction of new rural areas in Dan Thuong commune, Ha Hoa district, has faced many difficulties and challenges. Despite this, the Party Committee, the government, and the people of the commune have strived to overcome these difficulties, gradually completing 15 out of 19 criteria for building new rural areas, and are aiming to complete two more criteria in 2024.

The rural road connecting Zone 5 to Zone 8 in Dan Thuong commune has been paved, creating favorable conditions for agricultural production and transportation for the local people.

It is known that, in order to implement the new rural development program, the People's Committee of the commune has focused on leading and directing economic development in conjunction with fulfilling the criteria. This includes prioritizing the development of agricultural production towards a commodity-based approach, and innovating the structure of crops and livestock with high economic value. Furthermore, it continues to direct residential areas to utilize alluvial land along the riverbanks and areas previously used for low-income crops to implement biomass corn cultivation according to the district People's Committee's plan.

Encourage models for mushroom cultivation and banana cultivation for export. Regularly review the criteria for new rural development, organize training and disseminate information about new rural development at meetings of the commune People's Committee and residential areas, and through the commune's public address system.

Mobilize the people to donate land for the construction and expansion of rural roads; actively renovate houses, fences, and clean village roads and alleys to contribute to creating a beautiful environment.

To date, Dan Thuong commune has met 15 out of 19 criteria for new rural development, with many criteria achieving high levels such as: 100% of commune roads and roads from the commune center to the district road are asphalted or hardened; over 80% of main village roads and inter-village roads are hardened; 100% of main roads within the fields ensure convenient transportation of goods. The current average per capita income is over 45 million VND/person/year; the goal is to reach 50 million VND/person/year by the end of 2024.

However, out of the 19 criteria for building new rural areas, Dan Thuong commune still has 4 criteria that have not been met: Standard schools, residential housing; Organization of production and rural economic development; and Environment.

Comrade Vu Xuan Huong, Chairman of the People's Committee of Dan Thuong commune, said: "As a commune with a large area of ​​nearly 2,000 hectares, we face many difficulties in managing and collecting waste. In addition, due to the depletion of groundwater and the commune's distance from the district center, there is a shortage of clean water. The people in the commune mainly work in agriculture or work elsewhere, resulting in low annual budget revenue and difficulties in implementing the criteria for building new rural areas."

Specifically, regarding the school criteria, before the merger of Dan Thuong, Dan Ha, Lien Phuong, and Hau Bong communes into Dan Thuong commune, the four communes had 10 schools: 4 primary schools, 4 kindergartens, and 2 secondary schools. Currently, after the merger, the commune has 2 kindergartens, 2 primary schools, and 1 secondary school with 8 school branches, but only 1 primary school and 1 kindergarten meet the national standard, achieving only 20% of schools at all levels meeting the national standard (the criterion is 70% of schools at all levels meeting the national standard). The commune is currently building a secondary school that meets the national standard.

The one-stop service center in Dan Thuong commune guides residents in carrying out administrative procedures.

To build upon the achievements and overcome difficulties in building new rural areas, in 2024, the People's Committee of Dan Thuong commune will continue to assign responsibilities to members of the Steering Committee for New Rural Development to closely monitor the situation at the grassroots level, assisting residential areas in completing projects and works that have been started, such as: building inter-village roads and irrigation canals. They will also encourage the people to actively engage in production, develop trades, improve their living standards, and increase their income.

Effectively implement administrative reforms through the "One-Stop Shop" mechanism, following the correct procedures and authority. Enhance the management, leadership, and organizational capacity of the government and leaders to successfully complete socio-economic development, national defense, and security tasks in 2024, while also caring for the material and spiritual well-being of the people. Strive to have two more residential areas (areas 6 and 7) meeting the new rural standards by the end of 2024; and the commune achieving two more new rural criteria.
