NTO - The 11th Congress of Ninh Thuan Provincial Trade Union, term 2023-2028: Innovation - Democracy

On October 8 and 9, in Phan Rang-Thap Cham City, the 11th Ninh Thuan Provincial Trade Union Congress, term 2023-2028, took place with the theme "Innovation - Democracy - Solidarity - Development".

The Congress was honored to welcome comrades: Nguyen Dinh Khang, member of the Party Central Committee, President of the Vietnam General Confederation of Labor (VGCL); Nguyen Duc Thanh, member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrades in the Standing Committee of the Provincial Party Committee.

Also attending the Congress were leaders of the Trade Unions through the periods; leaders of the Labor Federations of the provinces: Lam Dong, Binh Thuan, Tay Ninh, Khanh Hoa, Binh Duong, Dong Nai, Binh Phuoc, Ba Ria-Vung Tau; leaders of localities, departments, branches, unions in the province and 200 official delegates representing over 35,000 union members in the whole province.

The report at the Congress stated: During the past term, with the attention and leadership of the Provincial Party Committee and the Vietnam General Confederation of Labor, the Provincial Confederation of Labor has constantly innovated its content and methods of operation, strived to overcome many difficulties and challenges to achieve and exceed the targets and tasks set out in the Resolution of the 10th Provincial Trade Union Congress. The work of caring for and protecting the legitimate and legal rights and interests of union members and workers has been well implemented. Propaganda, mobilization, education activities; patriotic emulation movements have been widely deployed with many forms and rich contents suitable to the practical situation, contributing to raising political awareness and sense of responsibility of union members and workers, actively contributing to the socio-economic development of the locality.

The work of developing union members, establishing grassroots unions, improving the quality of union cadres, and building strong union organizations has been focused on and achieved many positive results. Every year, 88% of union members and workers are informed and disseminated about the Party's directives and resolutions, the State's policies and laws, and union resolutions; 100% of administrative agencies and public service units organize conferences for cadres, civil servants, and public employees; 100% of state-owned enterprises and 85% of non-state-owned enterprises organize labor conferences; 100% of grassroots unions directly above the grassroots level have fulfilled their tasks well; 98% of state-owned unions and 79.6% of non-state-owned unions have fulfilled their tasks well.

The Congress unanimously voted to pass the Resolution of the 11th Provincial Trade Union Congress, identifying the goals for the 2023-2028 term as follows: Continuing to innovate, improve the quality and efficiency of operations; effectively performing the functions and tasks of the Trade Union organization; building a team of cadres with sufficient qualities and capacity to meet the requirements of tasks in the new situation; building a strong Trade Union organization, truly a reliable support, a place to gather and unite workers, contributing to building an increasingly strong working class, worthy of being the pioneer force in realizing the goal of rapid and sustainable development of the locality and the country; actively contributing to the cause of building and defending the Fatherland. Strive by the end of the term, there will be 45,000 Trade Union members; at least 85% of enterprises and units with Trade Union organizations are qualified to represent, negotiate and sign collective labor agreements in accordance with the provisions of law.

Every year, over 90% of union members and employees are propagandized, disseminated, studied and thoroughly grasped the Party's guidelines and resolutions, the State's policies and laws related to labor and unions; 100% of unions at the grassroots level directly above the grassroots level are classified as having fulfilled their tasks well; 90% or more of state-owned union members and 70% or more of non-state-owned union members are classified as having fulfilled their tasks well. The Congress identified 3 breakthroughs: Focusing on the task of dialogue and collective bargaining, bringing benefits to union members and employees, focusing on salaries, bonuses, working conditions and hours; Building a team of union chairmen who meet the requirements and tasks, especially union chairmen at non-state-owned enterprises; Effectively implementing digital transformation in union activities, in which priority is given to the areas of union management and finance.

Speaking at the Congress, Comrade Nguyen Dinh Khang, President of the Vietnam General Confederation of Labor, praised the achievements of the provincial trade unions in the past term, making important contributions to the results and achievements of the Vietnam Trade Union. He requested that each cadre and trade union organization be deeply aware of their responsibilities, constantly innovate content and methods, improve the quality of activities, and successfully complete the goals and tasks set forth in the Resolution of the 11th Provincial Trade Union Congress; and at the same time, noted a number of important tasks: Well perform the task of representing and protecting the legitimate rights and interests, contributing to improving the quality of life of union members and workers, building trust, and creating cohesion between workers and trade unions.

Strengthen training and education to improve awareness, political capacity, class awareness, national pride, qualifications, skills, industrial style, legal knowledge, and labor discipline for union members and workers. Closely follow the leadership of the Party Committee at the same level and the General Confederation of Labor, proactively research and promptly advise on policies to develop the movement of workers, civil servants, laborers, and trade union activities. Organize campaigns and patriotic emulation movements in the direction of practical and effective innovation, suitable for each subject and reality...

Speaking at the Congress, Comrade Nguyen Duc Thanh, Secretary of the Provincial Party Committee, highly appreciated the achievements of trade unions at all levels in the past term; pointed out the limitations that need to be overcome; and at the same time emphasized a number of issues for the Congress to study, discuss and decide so that trade unions at all levels can further promote their roles and responsibilities, and successfully complete their tasks to meet the development requirements in the new term:

Continue to thoroughly grasp the Party's viewpoints and resolutions on the working class, especially the Resolution of the 6th Central Conference (10th tenure) on continuing to build the Vietnamese working class in the period of accelerating industrialization and modernization of the country and Resolution 02 of the Politburo on innovating the organization and operation of the Vietnam Trade Union in the new situation. Continue to arrange and perfect the organizational model; build a team of professional trade union officials with sufficient qualities and capacity to meet the requirements of tasks in the new situation, focusing on performing well the role of representatives and protectors of the legitimate and legal rights and interests of workers. Proactively coordinate with the government to widely launch and effectively organize emulation movements and revolutionary action movements among workers and laborers. Strengthen the Party's leadership over trade union activities. Participate in the implementation of Party building work, building a clean and strong government, and together with cadres and people in the province, implement the Resolution of the 13th Provincial Party Congress.

The Congress elected the Executive Committee of the Provincial Federation of Labor, term XI, 2023-2028, consisting of 31 members. The new Executive Committee of the Provincial Federation of Labor held its first meeting to elect the Standing Committee of the Provincial Federation of Labor, term XI, 2023-2028, consisting of 9 comrades. Comrade Tran Van Dong was re-elected as Chairman of the Provincial Federation of Labor, term XI, 2023-2028; Comrades Nguyen Huu Hoa and Nguyen Thi Quy were elected as Vice Chairmen of the Provincial Federation of Labor. The Congress elected 8 official delegates to attend the 13th Congress of the Vietnam General Confederation of Labor.
