Rai hamlet, Tuan Dao commune is located in an unstable geological area, having suffered landslides in 2017. In particular, the heavy rains that lasted in mid-September 2024 caused landslides of about 800m, with many cracks and subsidence from 1 - 3m long, 2 - 3m deep, affecting an area of about 7 hectares. Many households had cracked houses, subsidence of foundations, and the estimated amount of soil and rock if the landslide occurred was about 7 - 8 million m3. The authorities had to direct the evacuation of hundreds of people. The province declared an emergency natural disaster situation in Rai hamlet and decided to implement a resettlement project to overcome the consequences of the natural disaster. The project was invested by the People's Committee of Lac Son district, with a total investment of 72 billion VND from the central budget, provincial budget, district budget and other legal capital sources. The district is coordinating with relevant agencies to direct contractors to speed up implementation progress according to plan so that people in disaster-hit areas can settle down and live long-term.

Comrade Bui Thanh Tung, Vice Chairman of Lac Son District People's Committee, said: The project will build 131 plots of land, including 111 plots for households resettled by landslides and 20 reserve plots. The land area for each household is about 200m2, the total leveling area is about 6 hectares. The district has coordinated to carry out investment and construction procedures, deploy items, including counting all 6 hectares of rice fields, trees, crops, 15 graves; implementing compensation and site clearance plans. Households have advanced the site to construct the project, 15/15 graves have been moved, and the site has been handed over to the construction unit. Up to now, the contractor has basically completed the construction volume of urgent items such as leveling, embankments, internal roads, etc. The district has also organized a lottery for 64 plots of land for households to move to build houses.

Lac Son District People's Committee directed the design contractor to urgently complete the design documents and promptly conduct bidding for the construction to complete the non-urgent volume. Urge the construction contractor to urgently complete the unfinished work. Propaganda and mobilize households who have drawn lots to receive land plots to build houses early before the rainy season. Currently, the construction progress has not been guaranteed according to the plan to complete the urgent items before December 31, 2024. The District People's Committee has directed specialized agencies to speed up the appraisal of the plan and submit it for approval so that after having the capital for site clearance, it will be paid to the households immediately. The district requested the Provincial People's Committee to provide the remaining source to pay for site clearance.

Comrade Bui Van Dum, Secretary of the Party Committee of Tuan Dao Commune, said: Xom Rai is located in an area with a high risk of landslides. The rainy and stormy season is approaching, and people want the project to be completed so they can move in and live safely. In addition, they want to receive loan support to develop production and improve their lives sustainably. The commune is reviewing areas and points at risk of landslides and implementing plans to ensure the safety of people and property as the rainy and stormy season approaches.
