Mr. Phan Van Mai: The new resolution will 'clear' institutional bottlenecks, freeing up investment resources.

Institutional breakthroughs in the context of many new opportunities and challenges

Digital transformation, sustainable development and growth model innovation are urgent requirements for the Vietnamese economy. In the context of a rapidly changing global economy and the strong fourth industrial revolution, the Vietnamese National Assembly has been taking proactive and drastic steps.

Sharing with reporters of the Industry and Trade Newspaper, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said: "In the current context, the world's political and economic situation is undergoing very rapid and unpredictable developments such as: Foreign policies of major countries; regional conflicts; the development of science and technology, especially the widespread application of artificial intelligence in life...

To take advantage of opportunities and respond to challenges in the new context, our Party has had many drastic and strong policies to promote innovation and national development. Most recently, the Politburo issued four important resolutions, as General Secretary To Lam said, "the four pillars to help us take off", including: Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW on private economic development".

Mr. Phan Van Mai also said that in order to promptly institutionalize the Party's policies, the National Assembly promptly issued resolutions to immediately apply the contents that are clear enough for implementation, specifically: Resolution 192/2025 on supplementing the Socio-Economic Development Plan with a growth target of 8% or more; Resolution 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation; Resolution 197/2025/QH15 on a number of special mechanisms and policies to create breakthroughs in law making and enforcement; Resolution 198/2025/QH15 on a number of special mechanisms and policies to develop the private economy.

Along with the resolutions, at the ongoing 9th Session, the National Assembly considered amending a series of laws such as: Law on Digital Technology Industry; Law on Science, Technology and Innovation; Law on Corporate Income Tax (amended); Law on Special Consumption Tax (amended); laws amending and supplementing a number of articles of the Law on Enterprises, Law on Credit Institutions, Law on Bidding, Law on Investment, Law on Investment under the public-private partnership model, Law on Planning, Law on Economical and Efficient Use of Energy, etc.

Institutionalize policies into concrete actions

Not only stopping at resolutions, the National Assembly has been actively working with the Government to accelerate the process of perfecting the socialist-oriented market economic institution, on the basis of ensuring the rights of people and businesses and improving operational efficiency.

Chairman of the Economic and Financial Committee Phan Van Mai also said: "In the coming time, the National Assembly will closely coordinate with the Government to continue reviewing and urgently perfecting the institutions of the socialist-oriented market economy in the spirit of Resolution 66 of the Politburo .

The provisions of the law are perfected, ensuring that they originate from the overall interests of the country; taking people and businesses as the center; ensuring the balance and rationality between the level of rights restrictions and the legitimate interests achieved; shifting the management of business conditions from licensing and certification to the implementation of business condition announcement and post-inspection; strengthening decentralization and delegation of power; assigning responsibilities to competent persons in key and important national projects, ensuring publicity, transparency, quality, progress, efficiency and accountability.

Create an open business environment, enhance competitiveness

The National Assembly clearly identified the central task as clearing bottlenecks, reducing costs for businesses, promoting investment, innovation and sustainable development. Policies will aim for high stability, clarity, ease of understanding and implementation.

Regarding this issue, Mr. Phan Van Mai emphasized: “The goal of amending, supplementing, and promulgating new laws and resolutions of the National Assembly is to clear institutional bottlenecks; eliminate barriers in processes, procedures, and conditions; build an open, transparent, and attractive investment and business environment; promote the development of science and technology, green transformation, and digital transformation; the provisions of the law are highly stable, simple, easy to understand, and easy to implement, helping businesses and people reduce time and costs. When businesses and people save time and costs, and have a favorable environment for free production and business, it will create an important driving force for development and enhance the competitiveness of the economy.

Besides, the State must still perform well the function of managing and regulating important and essential fields, and deploying investment in important infrastructure projects to ensure the country's development in a healthy and sustainable direction, in line with the general trend of the world.

In addition to promoting digital transformation and developing science and technology, the National Assembly also focuses on policies to support green transformation and deep international integration. This shows consistency in the orientation of sustainable development, in line with global trends and international commitments that Vietnam has signed.

In the new context, when the world is reshaping supply chains, market structures and development standards, the National Assembly's drastic institutional reform not only meets urgent domestic requirements, but is also a strategic step to help Vietnam enhance national competitiveness, improve growth quality and ensure social security.
