In the 2023-2028 period, the Vietnam General Confederation of Labor sets a target of striving for at least 85% of grassroots trade unions in enterprises and non-state-owned units to coordinate with employers to organize employee conferences and dialogues at the workplace each year.

This is a content in the Program "Improving the effectiveness of dialogue and collective bargaining in the 2023-2028 period" recently issued by the Vietnam General Confederation of Labor (VGCL), aiming to create a breakthrough in dialogue and collective bargaining.

Accordingly, the Vietnam General Confederation of Labor sets a target that each year 100% of grassroots trade unions in state-owned enterprises and at least 85% of grassroots trade unions in non-state-owned enterprises and units will participate with employers in promulgating and implementing grassroots democracy regulations; coordinate with employers in organizing labor conferences and dialogues at the workplace.

Strive for 100% of provincial and municipal labor federations under the Vietnam General Confederation of Labor to proactively propose to Party committees and authorities at the same level to organize or coordinate in organizing dialogues, contacts, and meetings with union members, workers and union officials...

By 2028, the Vietnam General Confederation of Labor sets a target that 100% of central and equivalent industry trade unions, and general corporation trade unions under the Vietnam General Confederation of Labor will proactively propose to the Party Committee, authorities, and professional bodies at the same level to organize or coordinate the organization of dialogues, contacts, and meetings with union members, workers, and union officials at least twice; at least 83% of enterprises and units with qualified trade union organizations according to the provisions of law will be allowed to negotiate and sign collective labor agreements by the trade union according to the provisions of law.

Collective labor agreements cover at least 85% of the total number of employees at enterprises and units with trade unions in the entire system.

The program aims to improve the quantity and quality of dialogue, collective bargaining, and collective labor agreements; build, consolidate, and promote the role of trade union officials at all levels; and invest sufficient resources to carry out dialogue and collective bargaining.

Each provincial, municipal, central and equivalent sectoral trade union, and general corporation trade union under the Vietnam General Confederation of Labor with 80,000 or more union members must sign at least one collective labor agreement with many participating enterprises (group of enterprises).

At least 50% of collective labor agreements signed or participated in by trade unions are classified as having quality of type B or higher. Each provincial or municipal labor federation, central industry union and equivalent, and corporation union under the Vietnam General Confederation of Labor with 80,000 or more union members must sign at least 1 collective labor agreement with multiple participating enterprises (group of enterprises).

Some tasks and solutions proposed to achieve these goals include: improving the quality of consulting on the Party's policies, participating in the development and completion of State policies and laws related to union members, workers, and trade union organizations; raising awareness of union members, workers, trade union officials and partners about the role and importance of dialogue and collective bargaining.

Effectively and in-depthly carry out dialogue work, aiming to resolve issues of concern to many union members and workers, and core issues of the trade union organization. Organize collective bargaining at many levels, with many partners; expand coverage; improve the quantity and quality of collective labor agreements.

In the 2018-2023 term, trade unions at all levels have actively implemented dialogue and collective bargaining, achieving results in many aspects. Dialogue work has been widely deployed at all levels, resolving many major and practical issues, affecting a large number of union members, employees, and trade union organizations. Collective bargaining work has become increasingly practical and effective, with a sharp increase in the quantity and quality of collective labor agreements. Thereby, contributing significantly to the successful implementation of the Resolution of the 12th Congress of the Vietnam General Confederation of Labor.
