- On August 8, Prime Minister Pham Minh Chinh , Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 13th meeting of the Steering Committee.

Attending the meeting were Deputy Prime Minister Tran Hong Ha and members of the steering committee; project management boards and contractors.
The meeting was held in both direct and online formats with 48 localities with key national projects across the country.
Attending the meeting at Lang Son bridge were comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, representatives of departments, branches and investors winning the bid to implement the Huu Nghi-Chi Lang expressway project, and leaders of related districts and cities.
According to the report, up to now, the Steering Committee is focusing on directing the implementation of 40 major projects and 92 component projects of important national projects, key projects of the transport sector in 48 provinces and cities across the country.
After the 12th meeting, investors, People's Committees of provinces and cities, and project management boards were assigned by the Steering Committee to carry out 57 tasks to remove difficulties and obstacles to speed up the progress of projects. Up to now, agencies and units have completed 20 tasks, are carrying out 37 tasks, many important tasks have been effectively carried out such as: guidance on converting forest use purposes, construction standards, completing project appraisal, etc.
The site clearance work has been actively implemented by localities, however, the remaining area of residential land and the relocation of high-voltage power poles have not met the set progress. The organization of construction of transitional projects closely follows the requirements of the Steering Committee; the commencement of new projects managed by localities is still slow.
At the meeting, Lang Son province reported on the implementation of the Huu Nghi-Chi Lang border gate expressway project and the site clearance for the Dong Dang-Tra Linh expressway project. For the Huu Nghi-Chi Lang border gate expressway, the districts have handed over 88.5/640.28 hectares of land, and contractors are organizing construction within a range of 6.12/60 km. For the Dong Dang-Tra Linh expressway project, Trang Dinh and Van Lang districts have handed over 30/321 hectares of land, and moved over 500/700 graves.
At the same time, Lang Son province proposed the Ministry of Natural Resources and Environment to submit to the Prime Minister to continue to supplement the traffic land quota for the two projects of Huu Nghi-Chi Lang border gate expressway and Dong Dang-Tra Linh expressway with a total remaining area of about 200 hectares.
At the meeting, localities, investors and contractors focused on discussing solutions to promote site clearance progress, construction material supply plans, and construction and installation plans to accelerate the completion of 3,000 km of highway construction by the end of 2025; and speed up the progress of the Long Thanh International Airport project.
Concluding the meeting, the Prime Minister commended the ministries, branches and localities for performing well the tasks assigned by the Steering Committee in removing difficulties and obstacles, speeding up the progress of important national projects and key projects in the transport sector at the 12th meeting.
Regarding the tasks in the coming time, the head of the Government requested: The subjects participating in the implementation of important national projects, key projects of the transport sector, continue to concentrate with the highest determination, promote the role of steering committees at all levels, the role of leaders, the proactive coordination of the subjects participating in the project implementation, the goal is to complete the construction of 3,000 km of expressway by the end of 2025, making achievements to celebrate major anniversaries in 2025.
Specifically, units assigned to be investors develop detailed plans for project construction associated with construction quality management; localities resolutely and effectively carry out site clearance; localities with material mines effectively coordinate the supply of construction materials for key projects; and speed up the disbursement of capital sources to promote growth.
Regarding ministries and branches, the Prime Minister requested: The Ministry of Transport focuses on directing the acceleration of the progress of the North-South Expressway project in the East phase 2021-2025, the Long Thanh International Airport project... Relevant ministries and branches, according to their functions and tasks, advise the Government to handle issues related to forest land conversion; develop construction norms, appraise pre-feasibility projects, approve investment policies for projects; direct the relocation of technical infrastructure works... so that projects ensure the set progress and quality.
