"In the Director's speech, the Director said that teachers are not allowed to check their lessons at the beginning of the class "suddenly and unexpectedly", not that they are not allowed to check at the beginning of the class" - the Chief of Office of the Department of Education and Training clarified.
According to Mr. Minh, the assessment of students' abilities must comply with Circular 22. Students' abilities must be tested in many forms such as oral questions, on paper, through the learning process, through learning attitudes, and through practical products, not by oral tests.
"Teachers need to clearly define the testing plan. Testing must assess ability, not just testing to see if students know the word or not, which cannot assess the student's ability," said Mr. Minh.
He added that teachers must change their mindset to clearly assess students and what the purpose of the assessment process is. Most importantly, if the assessment is good, the educational reform process will be successful. The Department will have specific instructions on assessing students.
According to Mr. Minh, student assessment is a normal activity in education, but the form and content of the test must be implemented by teachers according to the guiding circular. Here, testing is a process, not a random test.
"There are some clips on social networks, teachers holding bingo blocks, stirring them back and forth... to check students' work. We oppose this way of testing because it makes students feel constantly afraid and pressured, not knowing whether they will turn in their work today or not. Or the act of holding a pen and checking the list, creating great pressure for students," said Mr. Minh.
Responding to a question from a reporter from the Lao Dong Newspaper about parents paying fees for students through a third party, Mr. Ho Tan Minh said that the school does not have only one form or channel to collect fees, but has many forms and channels for parents to choose from.
However, the Department of Education will review and monitor, if the collection level exceeds the prescribed level, there will be warning measures.
Regarding the issue of air conditioning costs and repairing facilities in classrooms, which are implemented every school year, the Chief of Office of the Department of Education and Training said that according to the provisions of Circular 16/2018 on funding for educational institutions in the national education system and the guiding documents of the Department of Education and Training, the main principles and contents must ensure the principles of voluntariness, publicity, transparency, no coercion, no regulation of average funding levels, no regulation of minimum funding levels, no exploitation of funding for education to force contributions and no consideration of funding mobilization as a condition for providing education and training services.
Mr. Minh said that the unit head needs to expand the objects of fundraising in the area, not just focusing on one object: parents of students.
