Dear leaders of the Party, State, Army, former leaders of the Party and State,

Dear leaders of the Association and delegates of Vietnam Veterans, former Vietnam Youth Volunteers and former militia and self-defense forces,

Dear all comrades.

Today, in the atmosphere of the entire Party, the entire people and the entire army towards the 50th anniversary of the complete liberation of the South and the reunification of the country, I and the leaders of the Party, the State, and the Central Committee of the Vietnam Fatherland Front are extremely moved and excited to meet the delegates who are veterans, former youth volunteers and militiamen - those who directly participated in the battles for independence and protection of the Fatherland, especially the sacred resistance war against the US to save the nation.

On behalf of the Party and State leaders, I would like to wish you all good health and happiness. Through you, I would like to send to all the Veterans, Former Youth Volunteers, Former Militia who participated in the resistance war against the US to save the country, the Vietnamese Heroic Mothers, the Heroes of the Armed Forces, the Heroes of Labor, the families with meritorious services to the country, the wounded and sick soldiers, the families of martyrs, and all members of the Veterans Association, the Association of Former Youth Volunteers and Militia nationwide my sincere greetings, deep gratitude and the most sincere feelings from the leaders of the Party, the State, the Fatherland Front and the people of the whole country.

These days 50 years ago, with the spirit of: "Fast, faster, bolder, bolder," under the leadership of the Party, the Army and the People of the whole country bravely rushed forward, overcame many hardships and sacrifices, creating the Great Victory of Spring 1975, the peak of which was the Ho Chi Minh Campaign that completely liberated the South, reunified the country, gloriously ended the longest, most arduous and greatest resistance war in the history of our nation against foreign invaders, reunited the country, bringing the country into an era of independence, unity, peace and development.

The Spring Victory of 1975 not only had historical significance for the Vietnamese people, but also had an epochal stature, strongly encouraging the national liberation movement throughout the world. It was a victory of ardent patriotism, of the great national unity, of the will that "nothing is more precious than independence and freedom." And above all, it was a victory of millions of ordinary but extraordinary people, who were ready to sacrifice their youth, even their lives, for the country to be peaceful and unified, for the nation to be independent.

In that common feat, we cannot fail to mention the special role of the Veterans, Former Youth Volunteers and Militia - those who fought on every battlefield, on every front - from the fiery front line to the solid rear, from the fierce battlefields of Truong Son, Tay Nguyen, Nam Bo to the war zones, the enemy-occupied areas. The Veterans - Uncle Ho's soldiers have overcome countless hardships and dangers, writing golden pages of history on every battlefield. The Youth Volunteers - the "fire flowers" of a fiery youth, have rolled in the rain of bombs and bullets, opened the way, carried ammunition, rescued the wounded, and built immortal miracles. The Militia - the soldiers in the countryside, day and night, stuck to their posts, protected their homeland, both produced and fought - were the solid posts in the rear of the Fatherland.

During the arduous war years, comrades - with their ardent patriotism, brave spirit and steadfast will, overcame all losses and sacrifices to contribute to the victory of the Vietnamese revolution. Many comrades fell, forever remaining in the green forests and red mountains, in the bosom of the motherland. Some returned with wounds on their bodies, with memories of war deeply imprinted in their minds. Some continued to silently contribute to the country in peacetime, from social work, economic development, new rural construction to educating the younger generation.

On behalf of the Party and State leaders, I would like to express my deepest gratitude and sincere respect for the great, persistent and silent sacrifices and contributions of our comrades, Veterans, Former Youth Volunteers and Militiamen - for the independence and freedom of the Fatherland, for the happiness of the People. Our Party, State and People will forever remember your contributions and sacrifices.

The generations of Vietnamese people today and tomorrow will forever remember the great sacrifices of their children who have sacrificed their blood and lives for the country, for the survival and development of the nation. We will never forget the images of mothers, grandmothers who "saw their children off three times, cried silently twice," or "mothers still dug trenches under the range of cannons" and gentle wives who became "women of three responsibilities" with hoes and plows in one hand; young girls with "guns on their shoulders, square stars on their hats" when their husbands went to the front..., the Dong Loc and Truong Bon crossroads, the female gunners of Ngu Thuy in Quang Binh, the truck battalions without windshields, the girls of Saigon who carried ammunition, the Kpa K Long, Ut Tich, the commando soldiers... We cannot list all the admirable examples in the period of "Going out to meet heroes" of the anti-American war to save the country.

I am deeply moved to pay tribute to the great contributions of the people, the armed forces, and historical witnesses who contributed to the Party's revolutionary cause in the complete liberation of the South and national reunification.

I am very grateful for your thoughts, your very responsible assessments of the Party and the people, and your feelings and aspirations to contribute to the development of the country. These are great messages, encouragements and motivations for the future development of the nation. I appreciate your dedicated contributions.

The war has long since ended, but the noble qualities of "Uncle Ho's soldiers," of the young volunteers and militiamen of the past, still shine brightly in today's life. Despite returning from the battlefield with many wounds on their bodies, despite their old age and weak health, the comrades still continue to contribute, being a solid spiritual support for today's and future generations. In any circumstance, in every part of the country, the image of the comrades is always a vivid symbol of courage, determination, optimism and steadfast belief in the future of the country.

Many comrades have actively participated in patriotic emulation movements, played exemplary roles at the grassroots level, contributed their intelligence, experience and enthusiasm to political and social activities, built cultural life in residential areas, protected local security and order, helped each other develop the economy, eradicate hunger and reduce poverty, and care for the younger generation. Some comrades are prestigious people in the community, serving as a bridge of solidarity between different classes of people. Some comrades are examples of starting a business in peacetime, daring to think, daring to do, building effective production models, creating jobs for workers. Some comrades, despite their old age, still actively participate in educating the younger generation about revolutionary traditions and patriotism.

Regardless of the field, the Veterans and Former Youth Volunteers always demonstrate the spirit of “Determination to fight and win” and “Speed ​​and boldness” of the Ho Chi Minh campaign in the past, always dedicated and exemplary in work and life. With concrete and practical actions, you not only continue to write the heroic history in peacetime, but also contribute to cultivating and preserving the core values ​​that make up the strength of the Vietnamese people. You are truly the pride of our Army and People.

I am also very happy and moved to see that over the years, the Veterans Association at all levels, the Vietnam Veterans Association and the Militia and Self-Defense Forces across the country have always maintained the revolutionary flame, promoted the qualities of "Uncle Ho's soldiers," the pioneering spirit of youth during wartime and the tradition of steadfastness, indomitability and loyalty to the Fatherland. In particular, the Association at all levels has done a very good job of nurturing revolutionary ideals, educating the younger generation on patriotism, organizing many profound gratitude activities, contributing to the effective implementation of the policy of "When drinking water, remember its source," while always paying attention and taking practical care of the material and spiritual lives of members and former comrades - not letting anyone be forgotten or left behind.

Those meaningful deeds further affirm that whether in war or peacetime, comrades, uncles, aunts and uncles are always the core force, the solid support of the Party, the government and the people.

The Vietnamese people have a tradition of drinking water, remembering its source, being grateful and showing gratitude to previous generations. In every revolutionary period, no matter how difficult, our Party and State always attach importance to and implement the best possible social policies for those who have rendered service to the country, those who have contributed and sacrificed for the independence and freedom of the Fatherland.

Over the years, the work of “repaying gratitude” has always been one of the top political tasks. The system of preferential legal policies for people with meritorious services has been constantly improved, becoming more and more synchronous, humane and practical. Policies such as subsidies, 100% health insurance, housing support, free medical examination and treatment, vocational training programs, preferential loans, job creation, and care for children of people with meritorious services all demonstrate the responsibility and profound morality of the Party and State towards those who have contributed and sacrificed their blood for the Fatherland.

In particular, in Resolution No. 42-NQ/TW dated November 24, 2023, the Party Central Committee set a goal: by 2030, 100% of meritorious people and their families will have a fairly good standard of living or higher, and will receive comprehensive material and spiritual care. The preferential subsidy level will also continue to be adjusted to the highest level in the social policy system. Hundreds of thousands of gratitude houses have been, are being, and will continue to be built across the country.

However, the most sincere gratitude lies not only in policy, but also in the awareness and actions of today's generation. Those who are fortunate enough to live in peace and development have the responsibility to continue, preserve and promote the revolutionary tradition, passing on the torch to future generations.

Today's young generation must live, study, work and contribute in a way that is worthy of the sacrifices of their fathers and brothers; build a strong country that develops rapidly and sustainably, firmly protects national independence and sovereignty, and maintains peace - so that the sacrifices and hardships that the previous generation has gone through must be the foundation for the next generation to build and develop. That is the greatest gift that the young generation can offer to their uncles and aunts - those who have devoted their youth to the independence, freedom and unity of the Fatherland.

Dear comrades!

The year 2025 is of special significance, the year to accelerate the successful implementation of the Resolution of the 13th National Congress, organize Party Congresses at all levels, and prepare for the 14th National Party Congress. The aspiration and vision of developing a prosperous and happy country, striving to make our country a developing country by 2030, with modern industry and high average income; by 2045, becoming a developed country with high income is a noble goal that we must achieve when celebrating the 100th anniversary of the founding of the Party and the 100th anniversary of the founding of the country, requiring the entire Party, the entire people, and the entire army to firmly believe in the Party's guidelines and the goals of the nation, be confident in the strength of Vietnamese culture and people, make great efforts, have high determination and steadfastness.

We are facing three very important core tasks of the country: First, firmly protect the stable and peaceful Fatherland of Vietnam. Second, develop the country to achieve the set goals by 2030, 2045 - the 100th year of Vietnam's independence, becoming a developed and high-income country. Third, improve all aspects of people's lives, realize Uncle Ho's wishes that everyone is prosperous, happy, and educated.

To fulfill these three tasks, all Vietnamese people must be responsible for protecting the Fatherland of peace, stability and solidarity. Everyone must work and produce, be creative, and create more wealth and material for the country, so that the country can develop and stand shoulder to shoulder with the world powers. The Party and the State must ensure a prosperous, happy, equal and free life for all people. No one must be allowed to suffer from hunger or poverty. Everyone must receive health care, everyone must be educated, and everyone must enjoy the revolutionary achievements of an independent and free country.

In the context of the international and domestic situation forecast to continue to develop in a complex and unpredictable manner, with opportunities and challenges intertwined, aspirations and noble goals along with those requirements pose an important task for the entire Party, people and army in general and cadres, members of the Veterans Association and Former Youth Volunteers, and militia and self-defense forces in particular to continue to accompany the Party and State, the nation and people, overcome all challenges and difficulties, and achieve even greater achievements.

I deeply believe that the team of Veterans and Former Youth Volunteers, Militia and Self-Defense Forces, no matter where they live and work, with love and responsibility, talent and creativity, can contribute to the Fatherland in their own way, work more and more actively, educate and train the younger generation, make greater and greater contributions to the common cause of the Party and the nation, together cultivate and promote the tradition of great national solidarity and the good values ​​of Vietnamese culture and people, creating a great endogenous strength, making our country increasingly developed, prosperous, civilized and happy.

Once again, on behalf of the Party and State leaders, I would like to wish the leaders of the Vietnam Veterans Association, the Vietnam Veterans Association, and all veterans, former youth volunteers, and militiamen present today to always live happily, healthily, usefully, and happily with their children, families, and society.
