According to the case file, from April 2022 to May 2024, although not licensed by the authorities, Hung and Lien still organized sand mining in the Ba River alluvial area (in Phu Sen Dong village, Hoa Dinh Tay commune). The two defendants used excavators, excavators and trucks to this area to mine 2,965m3 of sand, worth over 474 million VND. This amount of sand was then transported and gathered at the land in the pig farm area managed by Lien, then sold to the market for profit.

To sell a large amount of illegally mined sand, Hung and Lien also paid a commission of 100,000 VND/truck to brokers, illegally profiting more than 187 million VND.

On the evening of May 27, 2024, based on the information, the authorities conducted an inspection of the mining activities at the scene. When discovered, the two subjects resisted and attacked the law enforcement officers.
