On May 28, Dong Nai Provincial People's Committee conducted a summary of the movement "30 days and nights of implementing compensation and site clearance for key projects" including: Bien Hoa - Vung Tau expressway, Cai River road and Bien Hoa City central axis road.

At the summary meeting, Chairman of Phuoc Tan Ward People's Committee (Bien Hoa City) Le Kim Huong said that through reviewing compensation records, Phuoc Tan Ward discovered 112 records (belonging to 69 land plots in the Bien Hoa - Vung Tau expressway project section through the ward) with signs of editing records, changing property owners, forging signatures, erasing, rewriting hand-written sales documents, adjusting land and property ownership time to benefit from policies.
According to Mr. Le Kim Huong, these records were established by the Project Management Board for Compensation, Site Clearance and Resettlement Support (GPMB Board) of Dong Nai province. After being discovered, Phuoc Tan Ward reported to the People's Committee of Bien Hoa City to request a handling policy. In addition, the ward also proactively notified and invited the above 112 cases to work for verification.
"Up to now, 40 cases have come to work, of which 12 cases have provided documents proving their assets on land. Other cases have not provided documents proving their assets," Mr. Huong informed.

The Chairman of Phuoc Tan Ward People's Committee said that in the coming time, the ward will proactively coordinate with the Dong Nai Province Land Acquisition and Clearance Board to redo the land ownership assignment. It is predicted that it will take a lot of time and encounter difficulties because there are many cases where people are not at home or do not live in the built house...
Regarding the solution to cases where documents proving assets on land cannot be provided, Phuoc Tan Ward proposed to redo the records, collect all assets on land to return the owner to the owner with the land use right.
Dong Nai Province's Land Acquisition and Compensation Board once "accused Phuoc Tan Ward of making things difficult"
Previously, in early April 2024, at a meeting with the leaders of Dong Nai Provincial People's Committee on the progress of the land acquisition, compensation, support and resettlement project of Bien Hoa - Vung Tau Expressway, Mr. Nguyen Hong Que, Head of the Land Acquisition and Resettlement Board of Dong Nai Province, said that there were currently major problems in Phuoc Tan Ward.
Specifically, there are up to 110 plots of land/375 households that are still existing, the People's Committee of Phuoc Tan Ward requires the owners to be identified, land reclamation notices are issued before inventory is conducted. "This greatly affects the progress because it is impossible to determine the origin of the land to carry out compensation work," Mr. Que explained.
At that time, the acting Chairman of Dong Nai Provincial People's Committee, Vo Tan Duc, directed the Department of Home Affairs to quickly set up an inspection team. If the inspection and verification were correct, the Provincial People's Committee would proceed with rotating and disciplining the officials.
Bien Hoa - Vung Tau Expressway
The Bien Hoa - Vung Tau Expressway project started construction in June 2023 and is expected to be put into operation in 2026, shortening the distance from Dong Nai and Ho Chi Minh City to Ba Ria - Vung Tau , improving transport capacity and increasing connectivity between provinces in the Southeast region.
Bien Hoa - Vung Tau Expressway is 53.7 km long. Of which, the section through Dong Nai province is 34.2 km long, passing through 2 localities: Bien Hoa City and Long Thanh District (including 11 communes and wards). The total recovered area is nearly 290 hectares of over 3,400 households and many organizations. Of which, more than 2,400 households need to be resettled. Dong Nai is determined to hand over the entire site by June 30, 2024.
